ThE <strong>TEEB</strong> TooLKIT foR<br />

PoLICy ChANGE<br />

<strong>TEEB</strong> aims to help policy-makers reflect the wider<br />

framework for policy change when addressing biodiversity<br />

issues. It provides concrete examples showing<br />

how economic information and/or values can help overcome<br />

current difficulties with many biodiversity policies<br />

and accelerate policy reform.<br />

As noted in 2.2 above, policy makers have a range of<br />

options when taking action:<br />

• build on good practices that have been proven<br />

to work elsewhere;<br />

• ensure that existing instruments reach their<br />

full potential;<br />

• reform harmful subsidies;<br />

• develop and implement new policies.<br />

figure 2.1 provides an overview of available policy instruments<br />

analysed in this report. for ease of reference, it<br />

divides them into three broad groups:<br />

• instruments providing information for biodiversity<br />

policies;<br />

• instruments setting incentives for behavioural change;<br />

and<br />

• instruments directly regulating the use of natural<br />

resources.<br />
