On December 6, the Court of BiH found Mevlid Jasarevic, a Serbian citizen, guilty of<br />
terrorism for his October 28, 2011 shooting attack targeting the U.S. Embassy in<br />
Sarajevo. He was sentenced to 18 years impris<strong>on</strong>ment, the l<strong>on</strong>gest terrorism-related<br />
sentence ever handed down in Bosnia. Two other defendants, Emrah Fojnica and Munib<br />
Ahmetspahic, were found not guilty of supporting the attack and for being members of a<br />
terrorist organizati<strong>on</strong> resp<strong>on</strong>sible for the attack.<br />
The trial of Haris Causevic and five other defendants accused of carrying out the terrorist<br />
bombing of the Bugojno police stati<strong>on</strong> <strong>on</strong> June 27, 2010, that killed <strong>on</strong>e police officer<br />
and injured six others, began <strong>on</strong> March 22, 2011 and remained <strong>on</strong>going at year’s end.<br />
BiH c<strong>on</strong>tinued its participati<strong>on</strong> in the Department of State’s Antiterrorism Assistance program.<br />
Countering Terrorist Finance: BiH is a member of M<strong>on</strong>eyval, the Committee of Experts <strong>on</strong><br />
the Evaluati<strong>on</strong> of Anti-M<strong>on</strong>ey Laundering Measures and the Financing of <strong>Terrorism</strong>, a Financial<br />

Regi<strong>on</strong>al and Internati<strong>on</strong>al Cooperati<strong>on</strong>: BiH’s criminal code and related legal framework is<br />
harm<strong>on</strong>ized with UN and EU standards related to combating terrorism. BiH law enforcement<br />
agencies regularly interacted with their U.S. and European counterparts <strong>on</strong> counterterrorism<br />
investigati<strong>on</strong>s. Regi<strong>on</strong>al cooperati<strong>on</strong> at the professi<strong>on</strong>al law enforcement level with Croatia and<br />
Serbia is improving.<br />
Countering Radicalizati<strong>on</strong> and Violent Extremism: The main religious communities in<br />
Bosnia and Herzegovina – Muslim, Serbian Orthodox, Catholic, and Jewish – worked together,<br />
through the Interreligious Council, to promote tolerance and to c<strong>on</strong>fr<strong>on</strong>t violent extremism<br />
within their ranks. As part of their efforts, they c<strong>on</strong>ducted mutual exchange programs of young<br />
theologians from three major theological educati<strong>on</strong>al instituti<strong>on</strong>s (Muslim, Serbian Orthodox,<br />
and Roman Catholic) and offered workshops for high school students to promote inter-religious<br />
dialogue and tolerance.<br />
BULGARIA<br />
Overview: With the assistance of the United States, the EU, and NATO, Bulgaria actively<br />
worked to develop improved counterterrorism measures. According to Bulgaria’s lead agency for<br />
counterterrorism, the State Agency for Nati<strong>on</strong>al Security, Bulgaria is a potentially attractive<br />
target for terrorists based <strong>on</strong> its str<strong>on</strong>g cooperati<strong>on</strong> with its partners, as well as Bulgaria’s large<br />
populati<strong>on</strong> of refugees, particularly from Syria and Iran. Bulgaria’s creati<strong>on</strong> of a Crisis<br />
Management Unit within the Ministry of Foreign Affairs was developed in <strong>2012</strong> to strengthen<br />
Bulgaria’s resp<strong>on</strong>se to a terrorist attack, am<strong>on</strong>g other crises.<br />
<strong>2012</strong> Terrorist Incidents: On July 18, a terrorist attack was carried out <strong>on</strong> a passenger bus<br />
transporting Israeli tourists at the Burgas Airport. The bus was carrying 42 Israelis who had<br />
arrived <strong>on</strong> a flight from Tel Aviv. The explosi<strong>on</strong> killed five Israelis, as well as a Bulgarian<br />
