financing of terrorism (AML/CFT) regime requiring banks to exercise enhanced customer due<br />

diligence, and is based <strong>on</strong> the Austrian Banking Act, the Insurance Supervisi<strong>on</strong> Act, and FATF<br />

Regi<strong>on</strong>al and Internati<strong>on</strong>al Cooperati<strong>on</strong>: Austria maintains security partnerships with several<br />

countries in the regi<strong>on</strong> and the Ministry of the Interior has counterterrorism liais<strong>on</strong> officers in a<br />

number of Austria’s embassies in southeastern Europe. Austria participated in various regi<strong>on</strong>al<br />

security platforms, including the OSCE, the Central European Initiative, and the Salzburg<br />

Forum. In November, Austria announced it planned to intensify cooperati<strong>on</strong> with sourcecountries<br />

of illegal migrati<strong>on</strong> in a preventive effort against terrorism and human trafficking.<br />

Austrian Finance Ministry officials c<strong>on</strong>ducted customs administrati<strong>on</strong> training courses for<br />

Afghan and other customs officials at an OSCE training facility in Dushanbe.<br />

Countering Radicalizati<strong>on</strong> and Violent Extremism: The State Secretary for Integrati<strong>on</strong> visited<br />

the United States and Canada in August to meet with relevant officials, and to learn about best<br />

practices from successful integrati<strong>on</strong> projects in both countries. The Ministry of Interior’s<br />

“Nati<strong>on</strong>al Acti<strong>on</strong> Plan for Integrati<strong>on</strong>” seeks to address social, cultural, and ec<strong>on</strong>omic issues<br />

affecting immigrants and is headed by the State Secretary. The State Secretary also initiated the<br />

“Dialogue Forum Islam” to instituti<strong>on</strong>alize communicati<strong>on</strong> with Austria’s Muslim community.<br />

Establishment of a program focused <strong>on</strong> countering violent extremism and countering<br />

Islamophobia was under c<strong>on</strong>siderati<strong>on</strong> at the end of <strong>2012</strong>.<br />

AZERBAIJAN<br />

Overview: Azerbaijan actively opposed terrorist organizati<strong>on</strong>s seeking to move people, m<strong>on</strong>ey,<br />

and material through the Caucasus. The country c<strong>on</strong>tinued to strengthen its counterterrorism<br />

efforts and had some success in both reducing the presence of terrorist facilitators and hampering<br />

their activities.<br />

Legislati<strong>on</strong>, Law Enforcement, and Border Security: On January 19, Azerbaijan’s Ministry of<br />

Nati<strong>on</strong>al Security announced that it had arrested two Azerbaijani citizens, and was pursuing a<br />

third Azerbaijani citizen living in Iran, for planning to assassinate two foreign rabbis teaching at<br />

a Jewish school in Baku. Authorities presented evidence, including seized weap<strong>on</strong>s and cash,<br />

c<strong>on</strong>necting Iranian intelligence services to these individuals and the terrorist plot.<br />

In March, Azerbaijani security services reported the arrest of 22 individuals, all Azerbaijani<br />

citizens, accused of working with Iran’s Islamic Revoluti<strong>on</strong>ary Guard Corps to carry out terrorist<br />

attacks against Western embassies and other groups with Western ties.<br />

On April 6, security services c<strong>on</strong>ducted a raid <strong>on</strong> a suspected violent extremist group in Ganja,<br />

resulting in a standoff in which <strong>on</strong>e militant and <strong>on</strong>e law enforcement officer were killed. The<br />

raid was part of a sweep throughout the country that resulted in the arrest of 17 individuals and<br />
