Assembly in November. To meet the global standard, the FIU revised the Enforcement Decree of<br />

the Prohibiti<strong>on</strong> of Financing for Offenses of Public Intimidati<strong>on</strong> Act in September. The Republic<br />

of Korea actively cooperated with authorized investigati<strong>on</strong>s involving or initiated by<br />

internati<strong>on</strong>al organizati<strong>on</strong>s, and shared the records or related informati<strong>on</strong> with foreign<br />

authorities. In this regard, the FIU has signed Memoranda of Understanding for cooperati<strong>on</strong> with<br />

48 foreign authorities and added the U.S. Financial Crime Enforcement Network (FINCEN) into<br />

Regi<strong>on</strong>al and Internati<strong>on</strong>al Cooperati<strong>on</strong>: South Korea is a member of the UN, APEC,<br />

ASEAN+3, East Asia Summit, Asia-Europe Meeting, Asia Cooperati<strong>on</strong> Dialogue, Forum for<br />

East Asia-Latin America Cooperati<strong>on</strong>, OECD, G-20, and the C<strong>on</strong>ference <strong>on</strong> Interacti<strong>on</strong> and<br />

C<strong>on</strong>fidence-Building Measures in Asia. It is also a partner country of the OSCE and NATO.<br />

On March 26-27, the Republic of Korea hosted the <strong>2012</strong> Nuclear Security Summit in Seoul;<br />

combating nuclear terrorism was a significant c<strong>on</strong>ference comp<strong>on</strong>ent. In September in Seoul, the<br />

South Korean government hosted the ASEAN Regi<strong>on</strong>al Forum (ARF) Seminar <strong>on</strong> C<strong>on</strong>fidence<br />

Building Measures in Cyberspace, under the endorsement of the ARF Counter-<strong>Terrorism</strong> and<br />

Transnati<strong>on</strong>al Crime Inter-Sessi<strong>on</strong>al Meeting.<br />

The Republic of Korea government c<strong>on</strong>tinued to help developing countries build law<br />

enforcement capacities through bilateral and regi<strong>on</strong>al channels such as the ASEAN+3 Ministerial<br />

Meetings <strong>on</strong> Transnati<strong>on</strong>al Crimes. In <strong>2012</strong>, the Republic of Korean government organized 21<br />

training courses covering topics such as forensic science investigati<strong>on</strong>, crime preventi<strong>on</strong>, and<br />

cyber crime investigati<strong>on</strong>, and invited 342 government officers from developing countries to<br />

participate.<br />

In <strong>2012</strong>, the Korean government held bilateral c<strong>on</strong>sultati<strong>on</strong>s <strong>on</strong> counterterrorism with Japan,<br />

China, Russia, Brazil, Mexico, and India.<br />

In February, the Korean Nati<strong>on</strong>al Police Agency partnered with the Internati<strong>on</strong>al Tactical<br />

Officers Training Associati<strong>on</strong> to co-host the <strong>2012</strong> Evoluti<strong>on</strong> Counterterrorism C<strong>on</strong>ference, with<br />

a dual theme of “Command and Leadership” and “Counterterrorism Operati<strong>on</strong>s.”<br />

MALAYSIA<br />

Overview: Malaysia's counterterrorism cooperati<strong>on</strong> with the United States has c<strong>on</strong>tinued to<br />

improve in recent years, and it was an important counterterrorism partner in <strong>2012</strong>. Malaysia has<br />

not suffered a serious incident of terrorism for several years, but was vulnerable to terrorist<br />

activity and c<strong>on</strong>tinued to be used as a transit and planning site for terrorists. Weak border<br />

c<strong>on</strong>trols persisted in the area c<strong>on</strong>tiguous with Thailand in northern Malaysia, and there were gaps<br />

in maritime security in the tri-border area of the southern Philippines, Ind<strong>on</strong>esia, and the<br />

Malaysian state of Sabah. The repeal of the decades-old Internal Security Act and its<br />

replacement by the new Security Offenses (Special Measures) Act, al<strong>on</strong>g with several<br />

amendments to existing laws, moved Malaysia’s counterterrorism approach away from detenti<strong>on</strong><br />

without trial to a criminal prosecuti<strong>on</strong>-based system. The Royal Malaysia Police (RMP)<br />
