Regi<strong>on</strong>al and Internati<strong>on</strong>al Cooperati<strong>on</strong>: South Africa is a founding member of the Global<br />

Counterterrorism Forum and sent representatives from its embassies to participate in working<br />

group meetings. South Africa finished its sec<strong>on</strong>d two-year term as a n<strong>on</strong>-permanent member of<br />

the UNSC (2011-201w) and played a leading role in the AU Peace and Security Council.<br />

SOUTH SUDAN<br />

Overview: South Sudan is the newest country in the world, <strong>on</strong>e of its least developed, and is<br />

recovering from 22 years of civil war. In <strong>2012</strong>, the Government of South Sudan suffered from<br />

multiple instituti<strong>on</strong>al weaknesses – including insufficient policing and intelligence gathering<br />

capabilities, capacity and professi<strong>on</strong>alism deficits within the military, inadequate border c<strong>on</strong>trols,<br />

and deficient aviati<strong>on</strong> security and screening at the country’s main internati<strong>on</strong>al airports in Juba,<br />

Malakal, and Rumbek. The government’s ability to enact preventive measures and to c<strong>on</strong>duct<br />

counterterrorism operati<strong>on</strong>s was extremely limited. The Lord’s Resistance Army (LRA), led by<br />

Joseph K<strong>on</strong>y, a Specially Designated Global Terrorist under Executive Order 13224, remained a<br />

threat.<br />

Legislati<strong>on</strong>, Law Enforcement, and Border Security: Airport security improved slightly with<br />

the implementati<strong>on</strong> of some Internati<strong>on</strong>al Civil Aviati<strong>on</strong> Organizati<strong>on</strong> security standards. Juba<br />

Internati<strong>on</strong>al Airport accepts travel documents in the form of identity cards and passports that<br />

generally meet internati<strong>on</strong>al standards. South Sudan has very limited m<strong>on</strong>etary and human<br />

resource capacity to provide effective law enforcement and border security with respect to<br />

counterterrorism. Additi<strong>on</strong>ally, the border with Sudan is disputed in many locati<strong>on</strong>s.<br />

Countering Terrorist Finance: South Sudan is not a member of a Financial Acti<strong>on</strong> Task Forcestyle<br />

regi<strong>on</strong>al body. In August, South Sudan passed anti-m<strong>on</strong>ey laundering/combating the<br />

financing of terrorism legislati<strong>on</strong>. The country’s capabilities to implement or enforce the law<br />

Regi<strong>on</strong>al and Internati<strong>on</strong>al Cooperati<strong>on</strong>: South Sudan is a member of the UN, the AU, the<br />

Intergovernmental Authority <strong>on</strong> Development, Interpol, and the Eastern Africa Police Chiefs<br />

Cooperati<strong>on</strong> Organizati<strong>on</strong>, a sub-regi<strong>on</strong>al organizati<strong>on</strong> of Interpol. South Sudan participated in<br />

the AU Regi<strong>on</strong>al Task Force (AU-RTF), a joint military task force that includes Uganda, the<br />

Democratic Republic of C<strong>on</strong>go, and the Central African Republic. The AU-RTF is tasked with<br />

eliminating the LRA threat in the regi<strong>on</strong>, and is supported by the UN and AU.<br />

TANZANIA<br />

Overview: Since the bombing of the U.S. Embassy in July 1998, Tanzania has not experienced<br />

another major terrorist attack. Al-Shabaab attacks in Kenya, however, have served as a reminder<br />

that the threat in the regi<strong>on</strong> is still very real. According to Tanzania's interagency Nati<strong>on</strong>al<br />

Counterterrorism Center (NCTC), the June arrest of al-Qa’ida (AQ) and al-Shabaab associate,<br />
