Funding and External Aid: The ELN draws its funding from the narcotics trade and from<br />

extorti<strong>on</strong> of oil and gas companies. Additi<strong>on</strong>al funds are derived from kidnapping ransoms.<br />

There is no known external aid.<br />

PALESTINE ISLAMIC JIHAD - SHAQAQI FACTION<br />

Palestine; Islamic Jihad in Palestine; Abu Ghunaym Squad of the Hizballah Bayt al-Maqdis; Al-<br />

Quds Squads; Al-Quds Brigades; Saraya al-Quds; Al-Awdah Brigades<br />

Descripti<strong>on</strong>: Palestine Islamic Jihad (PIJ) was designated as a Foreign Terrorist Organizati<strong>on</strong> <strong>on</strong><br />

October 8, 1997. Formed by militant Palestinians in Gaza during the 1970s, PIJ is committed to<br />

both the destructi<strong>on</strong> of Israel through attacks against Israeli military and civilian targets and the<br />

creati<strong>on</strong> of an Islamic state in all of historic Palestine, including present day Israel.<br />

Activities: PIJ terrorists have c<strong>on</strong>ducted numerous attacks, including large-scale suicide<br />

bombings against Israeli civilian and military targets. PIJ c<strong>on</strong>tinued to plan and direct attacks<br />

against Israelis both inside Israel and in the West Bank and Gaza. Though U.S. citizens have<br />

died in PIJ attacks, the group has not directly targeted U.S. interests. PIJ attacks between 2008<br />

and 2011 were primarily rocket attacks aimed at southern Israeli cities, and have also included<br />

attacking Israeli targets with explosive devices. <strong>2012</strong> saw no deviati<strong>on</strong> from PIJ terrorist tactics.<br />

The group is thought to be behind a large number of the record setting 2,300 plus rockets<br />

launched from Gaza towards Israel. Additi<strong>on</strong>ally, <strong>on</strong> November 21, <strong>2012</strong>, PIJ operatives,<br />

working with HAMAS, det<strong>on</strong>ated a bomb <strong>on</strong> a bus in Tel Aviv, leaving 29 civilians wounded.<br />

Strength: PIJ has fewer than 1,000 members.<br />

Locati<strong>on</strong>/Area of Operati<strong>on</strong>: Primarily Gaza with minimal operati<strong>on</strong>al presence in the West<br />

Bank and Israel. The group’s senior leadership resides in Syria. Other leadership elements reside<br />

in Leban<strong>on</strong> and official representatives are scattered throughout the Middle East.<br />

Funding and External Aid: Receives financial assistance and training primarily from Iran.<br />

PALESTINE LIBERATION FRONT - ABU ABBAS FACTION<br />

aka PLF; PLF-Abu Abbas; Palestine Liberati<strong>on</strong> Fr<strong>on</strong>t<br />

Descripti<strong>on</strong>: The Palestinian Liberati<strong>on</strong> Fr<strong>on</strong>t – Abu Abbas Facti<strong>on</strong> (PLF) was designated as a<br />

Foreign Terrorist Organizati<strong>on</strong> <strong>on</strong> October 8, 1997. In the late 1970s, the Palestine Liberati<strong>on</strong><br />

Fr<strong>on</strong>t (PLF) splintered from the Popular Fr<strong>on</strong>t for the Liberati<strong>on</strong> of Palestine-General Command<br />

(PFLP-GC), and then later split into pro-PLO, pro-Syrian, and pro-Libyan facti<strong>on</strong>s. The pro-PLO<br />

facti<strong>on</strong> was led by Muhammad Zaydan (a.k.a. Abu Abbas) and was based in Baghdad prior to<br />

Operati<strong>on</strong> Iraqi Freedom.<br />
