Funding and External Aid: To avoid asset seizures by the Pakistani government, since 2007<br />

JEM has withdrawn funds from bank accounts and invested in legal businesses, such as<br />

commodity trading, real estate, and producti<strong>on</strong> of c<strong>on</strong>sumer goods. JEM also collects funds<br />

through d<strong>on</strong>ati<strong>on</strong> requests in magazines and pamphlets, sometimes using charitable causes to<br />

solicit d<strong>on</strong>ati<strong>on</strong>s.<br />

Descripti<strong>on</strong>: The Department of State designated Ind<strong>on</strong>esia-based group Jemaah Anshorut<br />

Tauhid (JAT) as a Foreign Terrorist Organizati<strong>on</strong> <strong>on</strong> March 13, <strong>2012</strong>. JAT formed in 2008, seeks<br />

to establish an Islamic caliphate in Ind<strong>on</strong>esia, and has carried out numerous attacks <strong>on</strong><br />

Ind<strong>on</strong>esian government pers<strong>on</strong>nel, police, military, and civilians. In 2011, Abu Bakar Ba’asyir,<br />

the founder and leader of JAT, was c<strong>on</strong>victed and sentenced to 15 years in pris<strong>on</strong> for his role in<br />

organizing a militant training camp in Aceh. Ba’asyir is also the co-founder and former leader of<br />

Jemaah Islamiya (JI); JAT maintains close ties to JI and other indigenous terrorist groups in<br />

Southeast Asia.<br />

Activities: JAT has c<strong>on</strong>ducted multiple attacks targeting civilians and Ind<strong>on</strong>esian officials,<br />

resulting in the deaths of several Ind<strong>on</strong>esian police. JAT has robbed banks and carried out other<br />

illicit activities to fund the purchase of assault weap<strong>on</strong>s, ammuniti<strong>on</strong>, explosives, and bombmaking<br />

materials. In September 2011, a JAT suicide bomber det<strong>on</strong>ated explosives inside a<br />

church in Central Java, killing the bomber and wounding dozens. Ind<strong>on</strong>esian police arrested<br />

other JAT members in c<strong>on</strong>necti<strong>on</strong> with this bombing and uncovered a plot for additi<strong>on</strong>al suicide<br />

attacks. In April 2011, a suicide bomber carried out an attack at a mosque in West Java that<br />

injured dozens of police officers and killed the bomber.<br />

In <strong>2012</strong>, JAT participated in numerous attacks. In October, two policemen investigating an<br />

alleged terrorist camp linked to JAT were tortured and found dead in Poso, and authorities<br />

implicated JAT in the killings. In December, four police officers were killed and two wounded in<br />

an attack by suspected local JAT members in Central Sulawesi after a group of 10 to 15 gunmen<br />

ambushed a police patrol in the area. On December 25, a 10-kilogram nail bomb was planted at a<br />

police stati<strong>on</strong> in fr<strong>on</strong>t of the central Poso market. Police suspected the perpetrators bel<strong>on</strong>ged to<br />

the local JAT cell in Poso.<br />

Strength: JAT is estimated to have several thousand supporters and members.<br />

Locati<strong>on</strong>/Area of Operati<strong>on</strong>: JAT is based in Ind<strong>on</strong>esia with suspected elements in Malaysia<br />

and the Philippines.<br />

Funding and External Aid: JAT raises funds through membership d<strong>on</strong>ati<strong>on</strong>s, as well as bank<br />

robberies, cyber hacking, and other illicit activities; and legitimate business activities such as<br />

operating bookstores and other shops.<br />
