since 2005, and has caused the deaths of hundreds of civilians. IM maintains close ties to other<br />

U.S.-designated terrorist entities including Pakistan-based Lashkar e-Tayyiba (LeT), Jaish-e-<br />

Mohammed, and Harakat ul-Jihad-i-Islami (HUJI). IM’s stated goal is to carry out terrorist<br />

acti<strong>on</strong>s against n<strong>on</strong>-Muslims in furtherance of its ultimate objective, an Islamic Caliphate across<br />

South Asia.<br />

Activities: IM’s primary method of attack is multiple coordinated bombings in crowded areas<br />

against ec<strong>on</strong>omic and civilian targets to maximize terror and casualties. In 2008, an IM attack in<br />

Delhi killed 30 people; that same year, IM was resp<strong>on</strong>sible for 16 synchr<strong>on</strong>ized bomb blasts in<br />

crowded urban centers and a local hospital in Ahmedabad that killed 38 and injured more than<br />

100. IM also played a facilitative role in the 2008 Mumbai attack carried out by LeT that killed<br />

approximately 170 people, including six Americans. In 2010, IM carried out the bombing of a<br />

popular German bakery in Pune, India, frequented by tourists, killing 17 and injuring over 60.<br />

In <strong>2012</strong>, IM c<strong>on</strong>ducted multiple bombings killing dozens of innocent civilians and injuring<br />

hundreds more. In May, IM was suspected of an improvised explosive device (IED) attack in<br />

New Delhi. In July, 25 civilians were killed and 137 wounded in an IM-led IED attack in<br />

Mumbai. In August, 30 roadside bombs were discovered in Pune, Maharashtra. One of the<br />

bombs exploded causing injuries to authorities disarming the remaining bombs, and police<br />

arrested eight suspected members of IM <strong>on</strong> suspici<strong>on</strong> of having planted the bombs. In<br />

September, 15 civilians were killed, and 91 others injured in a bombing in New Delhi. Indian<br />

police arrested three militants in October suspected of planning bomb attacks in New Delhi<br />

during the Hindu festival seas<strong>on</strong>. In December, four IM operatives were arrested in c<strong>on</strong>necti<strong>on</strong><br />

with four coordinated August bombings in Pune that seriously injured a civilian.<br />

Descripti<strong>on</strong>: Designated as a Foreign Terrorist Organizati<strong>on</strong> <strong>on</strong> June 17, 2005, the Islamic Jihad<br />

Uni<strong>on</strong> (IJU) is a Sunni extremist organizati<strong>on</strong> that splintered from the Islamic Movement of<br />

Uzbekistan in the early 2000s and is currently based in Pakistan’s Federally Administered Tribal<br />

Areas. Najmiddin Jalolov founded the organizati<strong>on</strong> as the Islamic Jihad Group (IJG) in March<br />

2002, but the group was renamed IJU in May 2005. Though IJU remains committed to<br />

overthrowing the Government of Uzbekistan, it also has a global agenda, seen in its attacks <strong>on</strong><br />

Coaliti<strong>on</strong> Forces in Afghanistan and the recruitment of German nati<strong>on</strong>als for the purpose of<br />

c<strong>on</strong>ducting operati<strong>on</strong>s in Europe.<br />
