participate in future electi<strong>on</strong>s (expected in 2015) and that women would be appointed to future<br />

sessi<strong>on</strong>s of the C<strong>on</strong>sultative Council.<br />

U.S.-Saudi collaborati<strong>on</strong> was not c<strong>on</strong>fined to bilateral issues: with political upheaval across the<br />

regi<strong>on</strong> throughout the year, we c<strong>on</strong>sulted closely with the Saudi government <strong>on</strong> regi<strong>on</strong>al<br />

stability, including in Yemen, Syria, and Egypt. Working both bilaterally and multilaterally<br />

through the Gulf Cooperati<strong>on</strong> Council and the Arab League, the Saudi government provided<br />

leadership in promoting peaceful transiti<strong>on</strong>s. As part of its strategy to support these transiti<strong>on</strong>s<br />

and to promote stability throughout the regi<strong>on</strong>, the Saudi government significantly increased the<br />

scope of its ec<strong>on</strong>omic and development assistance.<br />

BROADCASTING BOARD OF GOVERNORS INITIATIVES:<br />

OUTREACH TO FOREIGN MUSLIM AUDIENCES<br />

This secti<strong>on</strong> is provided by the Broadcasting Board of Governors (BBG)<br />

Four of the five broadcast entities under the supervisi<strong>on</strong> of the Broadcasting Board of Governors<br />

(BBC) – the Voice of America (VOA), the Middle East Broadcasting Networks (Alhurra TV,<br />

Radio Sawa, and Afia Darfur), Radio Free Europe/Radio Liberty (RFE/RL), and Radio Free Asia<br />

– provided programming for Muslim audiences in <strong>2012</strong>.<br />

Eighteen of RFE/RL’s broadcast languages – almost two-thirds of the total – were<br />

directed to regi<strong>on</strong>s with majority-Muslim populati<strong>on</strong>s, including Iran, Iraq, Afghanistan,<br />

Azerbaijan, Kosovo, Albania, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan,<br />

Turkmenistan, and Uzbekistan. Additi<strong>on</strong>al broadcasting regi<strong>on</strong>s in the Russian<br />

Federati<strong>on</strong> included the majority Muslim populati<strong>on</strong>s of Tatarstan, Bashkortostan, and<br />

the North Caucasus.<br />

VOA has been particularly successful in reaching n<strong>on</strong>-Arabic-speaking Muslim<br />

audiences, with str<strong>on</strong>g performances in Nigeria, Ind<strong>on</strong>esia, Afghanistan, and Tanzania.<br />

The Middle East Broadcasting Networks (MBN) broadcast throughout the regi<strong>on</strong> to a<br />

Muslim populati<strong>on</strong> estimated at 315 milli<strong>on</strong>.<br />

VOA and RFE/RL provided news and informati<strong>on</strong> to Afghanistan and the Afghanistan-<br />

Pakistan border regi<strong>on</strong> in Dari and Pashto. Together, RFE/RL and VOA reached nearly<br />

75 percent of Afghan adults each week.<br />

Radio Free Asia broadcast to the more than 16 milli<strong>on</strong> mainly ethnic Uighur Muslims in<br />

the Xinjiang Uighur Aut<strong>on</strong>omous Regi<strong>on</strong> of northwestern China and Central Eurasia.<br />

The BBG used the latest communicati<strong>on</strong>s technologies to avoid jamming and to reach new<br />

audiences through digital and other communicati<strong>on</strong>s tools, such as webchats and blogs.<br />

THE MIDDLE EAST<br />

Arabic. Broadcasting through a network of five bureaus/producti<strong>on</strong> centers in the regi<strong>on</strong>, a<br />

network of regi<strong>on</strong>al corresp<strong>on</strong>dents, and its main studios in Virginia, the Middle East<br />

Broadcasting Networks (MBN) broadcast throughout the regi<strong>on</strong> to a Muslim populati<strong>on</strong><br />

estimated at 315 milli<strong>on</strong>. This represented 92 percent of the regi<strong>on</strong>’s populati<strong>on</strong> and 20 percent<br />
