N<strong>on</strong>proliferati<strong>on</strong>, Antiterrorism, Demining, and Related Programs (NADR)/Export<br />

C<strong>on</strong>trol and Related Border Security. The United States provided assistance to strengthen<br />

Pakistan’s export c<strong>on</strong>trol system to prevent transfer of weap<strong>on</strong>s of mass destructi<strong>on</strong> and related<br />

technology. NADR/Export C<strong>on</strong>trol and Related Border Security funds were used for<br />

n<strong>on</strong>proliferati<strong>on</strong> export c<strong>on</strong>trol training addressing legal/regulatory reform, export licensing<br />

systems, customs enforcement, general inspecti<strong>on</strong>, weap<strong>on</strong>s of mass destructi<strong>on</strong> detecti<strong>on</strong><br />

training for border c<strong>on</strong>trol pers<strong>on</strong>nel, and procuring specialized radiati<strong>on</strong>/chemical detecti<strong>on</strong><br />

equipment. The United States also provided assistance to build Pakistani law enforcement<br />

capacity to detect, deter, and resp<strong>on</strong>d to terrorist threats. Specifically, the Department of State’s<br />

Antiterrorism Assistance (ATA) program provided training and equipment to Pakistani law<br />

enforcement to build its capacity to secure land borders and more effectively c<strong>on</strong>duct terrorismrelated<br />

investigati<strong>on</strong>s, including through improved police-prosecutorial cooperati<strong>on</strong>. The State<br />

Department provided ATA assistance with the goal of instituti<strong>on</strong>alizing such assistance within<br />

Pakistan’s law enforcement training structure. NADR/Global Threat Reducti<strong>on</strong> Programs (GTR)<br />

provided assistance to Pakistan to prevent terrorist access to biological expertise, materials, and<br />

technology. GTR engaged scientists to reduce bio-security threats against the United States by<br />

supporting pathogen security, safe and secure laboratory c<strong>on</strong>duct, and disease detecti<strong>on</strong> and<br />

c<strong>on</strong>trol.<br />

Foreign Military Financing (FMF). FMF promotes the development of Pakistan's l<strong>on</strong>g-term<br />

counterinsurgency and counterterrorism capabilities to promote security and stability throughout<br />

the country, particularly in the c<strong>on</strong>flict affected areas <strong>on</strong> the western borders with Afghanistan;<br />

improves Pakistan's ability to lead and/or participate in maritime security operati<strong>on</strong>s; and<br />

supports the transformati<strong>on</strong> and modernizati<strong>on</strong> of Pakistan's military into a more professi<strong>on</strong>al<br />

and capable force to meet Pakistan's legitimate defense needs. Since 2011, the bulk of FMF<br />

assistance has been restricted from executi<strong>on</strong> due to provisi<strong>on</strong>s c<strong>on</strong>tained in the Kerry-Lugar-<br />

Berman legislati<strong>on</strong>. During that period, however, we delivered significant assistance, including<br />

new and upgraded F-16s to the Pakistan Air Force which are being used to support<br />

counterterrorism efforts throughout the border regi<strong>on</strong>. In additi<strong>on</strong>, we delivered <strong>on</strong>e Oliver<br />

Hazard Perry-class frigate which has been c<strong>on</strong>sistently used by the Pakistan Navy to support its<br />

participati<strong>on</strong> in Combined Task Force (CTF) 150 (counterterrorism operati<strong>on</strong>s) and CTF 151<br />

(counter-piracy operati<strong>on</strong>s). Funding from FY 2011 through FY 2013 will be directed towards<br />

enhancing Pakistan’s counterinsurgency and counterterrorism capabilities in the areas of<br />

precisi<strong>on</strong> strike, battlefield air mobility/combat search and rescue, battlefield communicati<strong>on</strong>s,<br />

night visi<strong>on</strong>, survivability, countering improvised explosive devices, and border c<strong>on</strong>trol.<br />

Internati<strong>on</strong>al Military Educati<strong>on</strong> and Training (IMET). Pakistan’s IMET program supported<br />

professi<strong>on</strong>al military educati<strong>on</strong> for Pakistan’s military leaders, emphasizing respect for the rule<br />

of law, human rights, and democratic values, including civilian c<strong>on</strong>trol of the military. IMET<br />

also supported effective management of Pakistan’s defense establishment through training in<br />

logistics, defense acquisiti<strong>on</strong>, and resource management. As required as part of the Kerry-Lugar-<br />

Berman legislati<strong>on</strong>, a significant porti<strong>on</strong> of this funding supports training related to<br />

counterterrorism and counterinsurgency operati<strong>on</strong>s in Pakistan.<br />

Pakistan Counterinsurgency Fund/Pakistan Counterinsurgency Capability Fund. The<br />

Department of Defense’s Pakistan Counterinsurgency Fund and the Department of State’s<br />

successor program, the Pakistan Counterinsurgency Capability Fund (PCCF), assist the<br />
