Ec<strong>on</strong>omic Growth. Through a range of programs and public-private partnerships in agriculture<br />
and skills-building for Pakistani micro-entrepreneurs, U.S. assistance helped Pakistan create jobs<br />
for its oversaturated labor market. In <strong>2012</strong>, the United States also announced the Pakistan Private<br />
Investment Initiative (PPII), a US $40 milli<strong>on</strong> capital commitment to small- and medium-sized<br />
Pakistani enterprises to provide much-needed liquidity to their ventures.<br />
Stabilizati<strong>on</strong>. The United States supported Pakistan’s efforts to ensure its territory is<br />
inhospitable to violent extremists by strengthening governance and civilian law enforcement<br />
capacity and promoting socio-ec<strong>on</strong>omic development, particularly in border areas and targeted<br />
locati<strong>on</strong>s vulnerable to violent extremism. Our efforts included road c<strong>on</strong>structi<strong>on</strong>, small<br />
community-based grants, police and governance training, and providing equipment to civilian<br />
law enforcement.<br />
Educati<strong>on</strong>. U.S. educati<strong>on</strong> programs focused <strong>on</strong> increasing the number of students who enroll in<br />
and complete courses in primary, sec<strong>on</strong>dary, and tertiary educati<strong>on</strong>al instituti<strong>on</strong>s; and improving<br />
the quality of that educati<strong>on</strong> for the Pakistani workforce. This furthers ec<strong>on</strong>omic growth, which<br />
is integrally linked to improvements in basic and higher educati<strong>on</strong> systems. We are also<br />
committed to building bridges between Pakistani and American students and professi<strong>on</strong>als<br />
through exchange programs.<br />
Health. The provisi<strong>on</strong> of basic health services in Pakistan is inc<strong>on</strong>sistent, particularly for rural<br />
populati<strong>on</strong>s. U.S. health programs support the Government of Pakistan in delivering highquality,<br />
cost-effective healthcare, particularly in the area of maternal and child health and<br />
including healthy birth spacing. U.S. assistance is also used to assist the Government of Pakistan<br />
c<strong>on</strong>struct health clinics and hospitals and fund the acquisiti<strong>on</strong> of medical materials, including<br />
c<strong>on</strong>tracepti<strong>on</strong>.<br />
Humanitarian Assistance. In 2010 and 2011, the United States was the largest bilateral d<strong>on</strong>or<br />
of flood assistance. In 2011, we relied <strong>on</strong> existing KLB-funded implementati<strong>on</strong> partners to<br />
immediately begin assisting those in need. In June 2011, the United States provided US $190<br />
milli<strong>on</strong> to the Citizens’ Damage Compensati<strong>on</strong> Program (CDCP), a Government of Pakistan<br />
vehicle designed with the World Bank to provide direct assistance to more than <strong>on</strong>e milli<strong>on</strong><br />
families affected by the 2010 floods. The U.S. c<strong>on</strong>tributi<strong>on</strong> leveraged over US $500 milli<strong>on</strong> to<br />
CDCP. Since October 2009, over US $1 billi<strong>on</strong> of emergency humanitarian assistance was<br />
provided to Pakistan in resp<strong>on</strong>se to floods and c<strong>on</strong>flict, above and bey<strong>on</strong>d bilateral KLB<br />
assistance.<br />
Internati<strong>on</strong>al Narcotics C<strong>on</strong>trol and Law Enforcement. During <strong>2012</strong>, Pakistan took important<br />
steps to counter violent extremists operating in the border regi<strong>on</strong>. These steps included<br />
intensifying support to civilian law enforcement and border security agencies. The United States<br />
directly supported Pakistan’s efforts to build the capacity of its civilian law enforcement and<br />
border security agencies by providing training, equipment, infrastructure, and aviati<strong>on</strong> assistance.<br />
U.S. assistance built police capacity to hold areas cleared by Pakistan’s military, to protect local<br />
populati<strong>on</strong>s from militant attacks, and to maintain law and order. Collectively, these efforts<br />
enhanced the counterinsurgency, law enforcement, and counternarcotics capacities of Pakistan’s<br />
civilian law enforcement and border security agencies. Improved security will, in turn, facilitate<br />
ec<strong>on</strong>omic development, which is necessary for l<strong>on</strong>g-term Pakistani stability and progress.<br />
