Global Counterterrorism Forum (GCTF) CVE Working Group. The Global<br />

Counterterrorism Forum (GCTF) provides a platform for counterterrorism policymakers<br />

and experts to work together to identify urgent needs, devise soluti<strong>on</strong>s, and mobilize<br />

resources for addressing key counterterrorism challenges. GCTF's CVE Working Group,<br />

<strong>on</strong>e of five expert-driven groups, started to examine the following areas: (a) using<br />

instituti<strong>on</strong>s to counter violent extremism; (b) measuring the impact of CVE programs;<br />

and c) countering the violent extremist narrative. On December 14, at the GCTF's Third<br />

Coordinating Committee and Ministerial meetings in Abu Dhabi, the GCTF inaugurated<br />

Hedayah, the first-ever Internati<strong>on</strong>al Center of Excellence <strong>on</strong> Countering Violent<br />

Extremism, with its headquarters in Abu Dhabi, United Arab Emirates. More informati<strong>on</strong><br />

CAPACITY BUILDING PROGRAMS. As the terrorist threat has evolved and grown more<br />

geographically diverse in recent years, it has become clear that our success depends in large part<br />

<strong>on</strong> the effectiveness and ability of our partners. To succeed over the l<strong>on</strong>g term, we must increase<br />

the number of countries capable of and willing to take <strong>on</strong> this challenge. We have had important<br />

successes in Ind<strong>on</strong>esia and Colombia, but we must intensify efforts to improve our partners' law<br />

enforcement and border security capabilities to tackle these threats. Our counterterrorism<br />

capacity building programs – Antiterrorism Assistance Program, Counterterrorist Finance,<br />

Counterterrorism Engagement, the Terrorist Interdicti<strong>on</strong> Program/Pers<strong>on</strong>al Identificati<strong>on</strong> Secure<br />

Comparis<strong>on</strong> and Evaluati<strong>on</strong> System, and transnati<strong>on</strong>al activities under the Regi<strong>on</strong>al Strategic<br />

Initiatives – are all critically important and work <strong>on</strong> a daily basis to build capacity and improve<br />

REGIONAL STRATEGIC INITIATIVE. Terrorist groups often utilize porous borders and<br />

ungoverned areas between countries. The Department of State’s Bureau of Counterterrorism<br />

created the Regi<strong>on</strong>al Strategic Initiative (RSI) to encourage Ambassadors and their <str<strong>on</strong>g>Country</str<strong>on</strong>g><br />

Teams to develop regi<strong>on</strong>al approaches to counterterrorism. RSI operates in key terrorist theaters<br />

of operati<strong>on</strong> to assess the threat, pool resources, and devise collaborative strategies, acti<strong>on</strong> plans,<br />

and policy recommendati<strong>on</strong>s. In <strong>2012</strong>, RSI groups were in place for Southeast Asia, East Africa,<br />

Eastern Mediterranean, Iraq and its Neighbors, South Asia, Western Hemisphere, Central Asia,<br />

and the Trans-Sahara.<br />

Examples of RSI programs approved and funded in <strong>2012</strong> include the Resident Legal Advisor<br />

programs in Malaysia, Mauritania, and Mali/Niger; <strong>on</strong>going support for the <strong>Terrorism</strong> and<br />

Transnati<strong>on</strong>al Task Force within the Ind<strong>on</strong>esian Attorney General's Office; border security<br />

initiatives in the Eastern Mediterranean; the Ugandan Police Force Community Policing<br />

Outreach program; an anti-kidnapping for ransom workshop for countries of the Trans-Sahara<br />

Counterterrorism Partnership (TSCTP); and the provisi<strong>on</strong> of vehicles to the Ministry of Interior<br />

of Tunisia.<br />
