The UNSC 1540 Committee. UNSCR 1977, adopted in 2011, extended the mandate of<br />

the 1540 Committee for 10 years, reaffirming UNSCR 1540’s attenti<strong>on</strong> to the n<strong>on</strong>proliferati<strong>on</strong><br />

of chemical, biological, and nuclear weap<strong>on</strong>s. The resoluti<strong>on</strong> also<br />

encouraged member states to prepare nati<strong>on</strong>al implementati<strong>on</strong> plans and urged the<br />

Committee to strengthen its role in facilitating technical assistance for implementing<br />

UNSCR 1540. In <strong>2012</strong>, the 1540 Committee’s activities included participating in<br />

outreach events to share best practices and facilitate capacity-building. The UNSC also<br />

passed Resoluti<strong>on</strong> 2055 increasing the number of experts assisting the Committee to nine.<br />

The Committee’s program of work focuses <strong>on</strong> five main areas: m<strong>on</strong>itoring and nati<strong>on</strong>al<br />

implementati<strong>on</strong>; assistance; cooperati<strong>on</strong> with internati<strong>on</strong>al organizati<strong>on</strong>s, including the<br />

UNSC committees established pursuant to UNSCRs 1267 and 1373; transparency and<br />

media outreach; and administrati<strong>on</strong> and resources. This includes the compilati<strong>on</strong> and<br />

general examinati<strong>on</strong> of informati<strong>on</strong> <strong>on</strong> the status of States’ implementati<strong>on</strong> of UNSCR<br />

1540, in additi<strong>on</strong> to States’ efforts at outreach, dialogue, assistance and cooperati<strong>on</strong>. The<br />

United States has c<strong>on</strong>tributed US $4.5 milli<strong>on</strong> to the UN Trust Fund for Global and<br />

Regi<strong>on</strong>al Disarmament to support UNSCR 1540 implementati<strong>on</strong>. See Chapter 4, for<br />

further informati<strong>on</strong> about The Global Challenge of Chemical, Biological, Radiological,<br />

and Nuclear (CBRN) <strong>Terrorism</strong>.<br />

The Counter-<strong>Terrorism</strong> Implementati<strong>on</strong> Task Force (CTITF). Since the adopti<strong>on</strong> of<br />

the UN Global Counter-<strong>Terrorism</strong> Strategy in 2006, the Task Force (UN Member States,<br />

30 UN entities across the UN system, and Interpol), has become the focal point for UN<br />

efforts to support implementati<strong>on</strong> of the global framework. In <strong>2012</strong>, the United States<br />

funded a series of workshops to raise awareness of the strategy in key regi<strong>on</strong>s, including<br />

a regi<strong>on</strong>al workshop in Dhaka, Bangladesh in May. To support the implementati<strong>on</strong> of the<br />

UN Global Counter-<strong>Terrorism</strong> Strategy in Central Asia, CTITF and the UN Regi<strong>on</strong>al<br />

Centre for Preventive Diplomacy for Central Asia (UNRCCA) organized c<strong>on</strong>sultati<strong>on</strong>s<br />

with regi<strong>on</strong>al organizati<strong>on</strong>s. The United States also provided voluntary funding to support<br />

a number of CTITF programs and projects including its Integrated Assistance for<br />

Countering <strong>Terrorism</strong> initiative in Nigeria, which seeks to enhance informati<strong>on</strong> sharing<br />

and coordinati<strong>on</strong> of technical assistance delivery with partnering governments and the<br />

different entities of the UN; training and capacity building of law enforcement officials<br />

<strong>on</strong> human rights, the rule of law, and the preventi<strong>on</strong> of terrorism; and a project <strong>on</strong><br />

targeted financial measures to counter terrorism, aimed at strengthening implementati<strong>on</strong><br />

of the al-Qa’ida sancti<strong>on</strong>s regime.<br />

The UN Interregi<strong>on</strong>al Crime and Justice Research Institute (UNICRI). In<br />

partnership with the Internati<strong>on</strong>al Centre for Counter-<strong>Terrorism</strong> – The Hague (ICCT),<br />

UNICRI developed study sessi<strong>on</strong>s and technical workshops <strong>on</strong> identifying innovative<br />

means to prevent and counter radicalizati<strong>on</strong> and terrorist recruitment. In <strong>2012</strong>, UNICRI<br />

also started an initiative focusing <strong>on</strong> pris<strong>on</strong>s, with the purpose of supporting member<br />

states in their efforts to build effective rehabilitati<strong>on</strong> and disengagement programs for<br />

violent extremists and to take steps to ensure that their pris<strong>on</strong>s are not serving as breeding<br />

grounds for radicalizati<strong>on</strong>. The United States worked with UNICRI and ICCT to develop<br />

this internati<strong>on</strong>al initiative. More than 35 countries, many multilateral organizati<strong>on</strong>s, and<br />
