Venezuela had six terrorist finance cases pending as of September, brought under the organized<br />

crime legislati<strong>on</strong> in place before the April <strong>2012</strong> organic law. The Venezuelan government<br />

indicted nine people <strong>on</strong> terrorism charges in these six cases. By year’s end, two of the cases were<br />

under investigati<strong>on</strong>, <strong>on</strong>e was in an intermediate stage, two were in trial, and <strong>on</strong>e had resulted in<br />

Regi<strong>on</strong>al and Internati<strong>on</strong>al Cooperati<strong>on</strong>: In September, Colombian President Juan Manuel<br />

Santos announced that Venezuela, al<strong>on</strong>g with Norway, would serve as official observers to the<br />

Colombian government’s peace negotiati<strong>on</strong>s with the FARC. Venezuela designated its<br />

Ambassador to the OAS, Roy Chadert<strong>on</strong>, as its emissary to the negotiati<strong>on</strong>s, which are being<br />

held in Oslo and Havana.<br />
