Countering Terrorist Finance: Maldives is a member of the Asia/Pacific Group <strong>on</strong> M<strong>on</strong>ey<br />

Laundering, a Financial Acti<strong>on</strong> Task Force-style regi<strong>on</strong>al body, and has submitted annual status<br />

reports. The UN 1267/1989 and 1988 c<strong>on</strong>solidated lists for individuals and entities associated<br />

with the Taliban and AQ were sent to the Ministry of Foreign Affairs for forwarding to the<br />

Maldives M<strong>on</strong>etary Authority (MMA), which then instructed banks and creditors to take acti<strong>on</strong><br />

and report back within a specified time period.<br />

According to the Government of Maldives, capacity building of relevant supervisory and<br />

regulatory authorities (MMA and the Capital Market Development Authority), as well as other<br />

law enforcement authorities (Anti-Corrupti<strong>on</strong> Commissi<strong>on</strong>, Department of Immigrati<strong>on</strong> and<br />

Emigrati<strong>on</strong>, Maldives Customs Service, and Maldives Police Service), and the judiciary is<br />

needed in order to properly counter m<strong>on</strong>ey laundering and terrorist financing. For further<br />

Regi<strong>on</strong>al and Internati<strong>on</strong>al Cooperati<strong>on</strong>: The Maldivian government cooperated closely with<br />

Indian security forces, and the Indian military offered regular support in the form of assets and<br />

training to Maldivian security forces. The Maldivian government also cooperated closely with<br />

the Sri Lankan government.<br />

Countering Radicalizati<strong>on</strong> and Violent Extremism: The Government of Maldives recognizes<br />

that counter-radicalizati<strong>on</strong> efforts form a critical comp<strong>on</strong>ent to l<strong>on</strong>g-term success against violent<br />

extremism and has pursued initiatives in this area. The Ministry of Islamic Affairs implemented<br />

a program designed to mobilize religious and social leaders to work against all forms of violence<br />

in society, including the religious extremism that can lead to violence. The Ministry c<strong>on</strong>ducted<br />

over 15 seminars and workshops for religious leaders, educators, and local government<br />

officials. Several of these workshops included participants from across the country.<br />

NEPAL<br />

Overview: Nepal experienced no significant acts of internati<strong>on</strong>al terrorism in <strong>2012</strong>, although<br />

Nepal’s open border with India and weak c<strong>on</strong>trols at Kathmandu’s Tribhuvan Internati<strong>on</strong>al<br />

Airport raised c<strong>on</strong>cerns. On September 6, the Department of State revoked the designati<strong>on</strong>s of<br />

the Communist Party of Nepal (Maoist) (CPN(M)) under E.O. 13224 and as a “terrorist<br />

organizati<strong>on</strong>” from the Terrorist Exclusi<strong>on</strong> List under the Immigrati<strong>on</strong> and Nati<strong>on</strong>ality Act, after<br />

the Department determined that the CPN(M) was no l<strong>on</strong>ger engaged in terrorist activity that<br />

threatened the security of U.S. nati<strong>on</strong>als or U.S. foreign policy. (Note: the CPN(M) split into two<br />

successor parties in June <strong>2012</strong>.)<br />

<strong>2012</strong> Terrorist Incidents: More than 47 improvised explosive devices (IEDs) det<strong>on</strong>ated in<br />

<strong>2012</strong>, but the majority of these incidents had no or few casualties. There were, however, two<br />

excepti<strong>on</strong>s:<br />

On February 27, three people were killed and seven people were injured in Kathmandu<br />

when an IED was det<strong>on</strong>ated outside the gate of the Nepal Oil Corporati<strong>on</strong>. In March,<br />

police arrested six individuals suspected to have close links to the United Ethnic<br />

Liberati<strong>on</strong> Fr<strong>on</strong>t Nepal (UELFN), which claimed resp<strong>on</strong>sibility for the bombing.<br />
