8 Biyometrik kimlik doğrulama KİM Pozitif’ten sorulacak Ölçsan, Ingenico ve Morpho (Safran) işbirliği ile geliştirilen parmak biyometri verisi kimlik doğrulama sistemi “KİM Pozitif”, hastane ve sağlık kuruluşları için biyometrik kimlik dönemine, güvenli ve ekonomik geçiş sağlayacak. Sağlık hizmetlerinde biyometrik kimlik doğrulama çalışmalarında son aşamaya gelindi. Sistem, 1 Eylül 2013 tarihinden itibaren tüm Türkiye’de fiilen uygulanmaya başlayacak. Uygulama kapsamında daha önce belirlenen avuç içi damar izi tanıma sistemine alternatif olarak parmak damar izi tanıma sistemi de kullanılacak. Uygulama kapsamında, tüm özel hastanelerin 1 Eylül 2013, üniversite hastanelerinin ise 1 Eylül 2014 tarihi öncesinde biyometrik kimlik doğrulama altyapısını tamamlaması gerekiyor. Bu tarihten sonra SGK MEDULA sistemi, biyometrik kimlik doğrulama yapılmayan işlemlere provizyon vermeyecek. Yazılım ve donanım alanında anahtar teslim çözümler sunan Ölçsan, dünya ödeme sistemleri lideri Ingenico Türkiye ve biyometrik okuyucu sistemleri üreticisi Morpho (Safran) işbirliğine giderek SGK onaylı parmak biyometri verisi tanıma sistemi “KİM Pozitif”i hayata geçirdi. Cihaz, Ankara Yenimahalle Devlet Hastanesi’nde gerçekleşen başarılı pilot çalışmanın ardından, SGK Hizmet Sunumu Genel Müdürlüğü’nün onayını aldı. Sağlık kuruluşlarında yeni bir dönem başlatacak olan uygulama ve biyometrik kimlik doğrulama uygulamasına, güvenli ve ekonomik geçiş sağlayacak KİM Pozitif ile ilgili merak ettiğimiz soruları Ölçsan Genel Müdürü Burak Sondal, Ingenico POS-tası için yanıtladı. Biyometrik uygulamalar Türkiye’de hangi alanlarda kullanılıyor? Kullanım alanlarına geçmeden önce biyometrinin ne olduğunu biraz açalım. Biyometri, insanları birbirinden ayırt edebilecek fiziksel özelliklerini ve sergiledikleri davranışları inceleyen bilim dalıdır aslında. Biyometrik tanıma sistemleri bir bireyin gerçekten ‘kim’ olduğunu kanıtlamasına olanak sağlıyor. Bununla birlikte herhangi bir kart, cihaz, kimlik taşınmasına ve şifre gibi ezbere dayalı bilgilerin hafızada tutulmasına gerek kalmaması, biyometrik tanımanın önemli avantajlarından. Unutulması veya başkası tarafından kullanılması söz konusu olmayan bir kimlik onaylama yoludur. Bu sebeple dünyada hızla önem kazanmıştır. Dünyada ve Türkiye’de biyometrik uygulamalar, genellikle geçiş kontrol projelerinde kullanılıyor ancak 2013 son çeyrekte dağıtılmaya başlanacak yeni Türkiye Cumhuriyeti Kimlik Kartı ile kimlik doğrulanması gereken kamu ve özel sektörde pek çok uygulama alanı açılacak. Kimlik kartlarının tamamıyla değişmesiyle bundan sonra çok sık karşımıza çıkacağı kesin. “Türkiye’de ciddi bir suistimal ve kaçak miktarı var. Bunun önüne de ancak güvenliği çok yüksek, doğal ve kolay kullanımlı biyometrik doğrulama ile geçebilirsiniz.” Sağlık alanındaki biyometrik uygulamaları nasıl değerlendiriyorsunuz? Bunun önüne de ancak güvenliği çok yüksek, doğal ve kolay kullanımlı biyometrik doğrulama ile geçebilirsiniz. Türkiye bu uygulamayla her yıl çok ciddi bir bütçe giderini engellemiş olacak. SGK kısa bir süre sonra Tüm Türkiye’de özel hastane ve üniversite hastanelerinde biyometrik kimlik doğrulamayı zorunlu tutacak. Ölçsan olarak bu konuda sizin çalışmalarınız neler? The device, following a successful pilot study carried out at the Ankara Yenimahalle State Hospital, has been approved by the SGK Service Provision General Directorate. In which area are biometrical applications being used in Turkey? Before entering into the fields of use, let us first clarify what biometry is. Biometry actually is a scientific field, examining the physical characteristics and displayed behaviors that may help to distinguish individuals. Biometric identification systems allow an individual to verify ‘who’ he really is. In addition, one of the most important advantages of biometry is that it is not necessary to carry a card, device, identification or memorize information such as passwords, etc. It is an identity verification system that cannot be forgotten or used by anyone else. Therefore, it has rapidly gained significance throughout the world. Biometric applications are generally used in passage control projects in the world and in Turkey, but with the new Turkish Republic Identification Card that will start to be distributed in the last quarter of 2013, many fields of application will be opened for the public and private sectors, requiring identity verification. Upon the complete renewal of the identification cards, it is for sure that we will encounter biometry very frequently from now on. “There is a serious amount of misappropriation and illegal use in Turkey. Within a short while, the SGK will render biometrical identification verification mandatory in all private and university hospitals throughout Turkey. As Ölçsan, what are your activities in this respect? We have been involved in and been a follower of the biometrical studies in Turkey since the very beginning.
