1-2. Method of describing classification results<br />

(1) Regarding <strong>the</strong> description of classification results<br />

In this guidance, <strong>the</strong> classification results <strong>for</strong> some substances are expressed as follows.<br />

Explanation<br />

In case no data are available <strong>for</strong> classifying a substance found after<br />

searching in<strong>for</strong>mation sources described in this guidance, <strong>the</strong><br />

substance shall be designated as “<strong>Classification</strong> not possible.”<br />

In case insufficient data are available <strong>for</strong> classifying a substance<br />

found after searching in<strong>for</strong>mation sources described in this guidance,<br />

<strong>the</strong> substance shall also be designated as “<strong>Classification</strong> not<br />

possible.”<br />

Substances outside <strong>the</strong> class due to <strong>the</strong>ir physical properties being<br />

outside <strong>the</strong> <strong>GHS</strong> definition. For example, considering a hazard class<br />

of "XX solids, a substance whose normal state is a Liquid or a gas is<br />

designated as “Not applicable.” When considering chemical structure,<br />

a substance not having chemical groups related to <strong>the</strong> evaluation<br />

items (Table 2-1 (p.19), right columns) is also designated as “Not<br />

applicable.”<br />

Although sufficient in<strong>for</strong>mation <strong>for</strong> classifying a substance was<br />

available, sufficient evidence to classify it into <strong>the</strong> lowest hazard<br />

category defined by <strong>GHS</strong> were not found after classification. In cases<br />

of a lack of sufficient in<strong>for</strong>mation, not "Not classified" but<br />

"<strong>Classification</strong> not possible" should be chosen.<br />

Notes:Most classes of physical hazards in <strong>GHS</strong> are that of United Nations Recommendations<br />

on <strong>the</strong> Transport of Dangerous Goods (UNRTDG). Dangerous goods are to be<br />

transported in suitable containers. Risk is expressed <strong>for</strong> fire or leakage due to accidental<br />

damage to <strong>the</strong> container and <strong>the</strong> like. As <strong>the</strong> result, in some classes of TDG,<br />

classification into more dangerous classes may be made. The judgment criteria of TDG<br />

are reflected in <strong>the</strong> classification of <strong>GHS</strong>.<br />

Also, a substance with results outside <strong>the</strong> class obtained from test methods defined by<br />

TDG is designated as “Not classified.” For example, in <strong>the</strong> class of Oxidizing Solids,<br />

potassium nitrate tetrahydrate, nickel nitrate, and strontium nitrate (anhydride) are<br />

illustrated not to be in division 5.1 in <strong>the</strong> brochure of TDG test methods, and <strong>the</strong>y are<br />

considered to be “Not classified,” although <strong>the</strong>y are oxidative materials.<br />

There<strong>for</strong>e, it should be noted that substances designated as “Not classified” in <strong>GHS</strong><br />

Physical Hazards are not “free from hazards,” but have “less hazardous.”
