The “Dangerous Goods Regulations, Annex 1, Recital 3”<br />

If a substance is judged to meet <strong>the</strong> criteria <strong>for</strong> more than one class or category, its class or<br />

category shall be determined as stipulated below.<br />

(1) If a substance is judged to meet <strong>the</strong> criteria <strong>for</strong> any of <strong>the</strong> following classes or categories, <strong>the</strong><br />

class or category in question shall take precedence, and o<strong>the</strong>r classes or categories shall be<br />

deemed subsidiary.<br />

(i) Explosives,<br />

(ii) Gases Under Pressure,<br />

(iii) Combustible Substances(only when a substance is judged to meet <strong>the</strong> criteria of <strong>the</strong> Recital<br />

2 (4) (ii) <strong>for</strong> Self-reactive substances)<br />

(iv) Pyrophoric Substances,<br />

(v) Organic Peroxides,<br />

(vi) Toxic Substances (only when <strong>the</strong> substance is judged to meet <strong>the</strong> criteria <strong>for</strong> Toxic<br />

substances of <strong>the</strong> Recital 2 (6) (і) of Packing Groups by inhalation toxicity of vaporizing<br />

substances)<br />

(2) In cases o<strong>the</strong>r than (1), <strong>the</strong> following class or category shall take precedence, and o<strong>the</strong>r class or<br />

category shall be subsidiary.<br />

(3) If a substance is judged to meet <strong>the</strong> criteria <strong>for</strong> both of Flammable Gases Under Pressure and<br />

Toxic Gases Under Pressure), Toxic Gases Under Pressure shall take precedence, and<br />

Flammable Gases Under Pressure shall be subsidiary.<br />

(4) The Packing Group shall be <strong>the</strong> one with <strong>the</strong> lowest numbering among Packing Groups.<br />

Notes <strong>for</strong> <strong>the</strong> table in <strong>the</strong> next page are given below:<br />

Note 1: The numbers in <strong>the</strong> table denote <strong>the</strong> following classes or categories.<br />

- 3 Flammable Liquids<br />

- 4.1 Combustible Substances<br />

- 4.2 Pyrophoric Substances<br />

- 4.3 Substances and mixtures which, in contact with water, emit flammable gases<br />

- 5.1 Oxidizing Substances<br />

- 6.1 Toxic Substances<br />

- 8 Corrosives<br />

Note 2: "I", "II" or "III" in <strong>the</strong> table each indicates <strong>the</strong> case where <strong>the</strong> Packing Group is judged<br />

to be I, II, or III, respectively.<br />

Note 3: "Dermal", "oral", or "inhalation" in <strong>the</strong> table each indicates <strong>the</strong> case where <strong>the</strong> judging<br />

criteria is <strong>the</strong> Recital 2 (6) (і).<br />

Note 4: "*" in <strong>the</strong> table indicates that <strong>the</strong> value in question shall be "6.1" <strong>for</strong> pesticides and<br />
