The Ministry of Micro, Small & Medium Enterprises has launched the National Manufacturing Competitiveness<br />

Programme (NMCP) to improve the competitiveness among MSME sector. MSMEs are supported through<br />

various components of NMCP to improve technology, process, quality of their products, expansion of their<br />

market, competitiveness etc.<br />

MSMEs may claim their expenses incurring in acquiring/processing of the following certifications/<br />

implementations.<br />

1. Product certification both national and international like ISI, Star rating (BEE), CE marking, ANSI, JIS etc.<br />

2. Process certifications like ISO 9001/QMS, ISO 14001/EMS, ISO 18000/OHSMS, ISO 22000/FSMS, ISO<br />

27001/ISMS.<br />

3. Marketing development by implementing Bar code and participating in the domestic (this in the state) and<br />

abroad/foreign exhibitions.<br />

4. Adoption of corporate governance practices or Limited Liability Partnership (LLP) framework.<br />

Under these Schemes, this office is receiving financial sanctions every year from O/o DC (MSME), New<br />

Delhi for reimbursement.<br />

The details like eligible criteria, amount of assistance, website link to applications form, whom to contact is<br />

provided separately against each scheme.<br />

You are requested to encourage MSMEs in your jurisdiction (or your members) to avail financial assistance by<br />

giving wide publicity through your news letter / various publications, displaying in notice boards, announcing<br />

in all forums etc.<br />

I once again request you to promote the schemes, so that the fund allocated for this financial year should not<br />

be surrendered as unutilized at the end of the financial year.<br />

Sub:- Disposal of refund applications – Instructions issued – reg.<br />

In spite of specific instructions regarding speedy disposal of refunds, the trade has<br />

been complaining of the delay in getting refunds from the department. Accordingly,<br />

the Minister for Finance, in Para 394 of Budget Speech, <strong>2012</strong> has announced that<br />

the refund processes will be accelerated.<br />

Timely processing of refunds is a critical activity especially for exporter and other<br />

dealers who incur heavy capital expenditure and a slow refund process implies<br />

stagnation of working capital of a large segment of dealers.<br />

With the implementation of e-Filing and e-Declarations, processing of refund<br />

applications has been made easy.<br />

Hence, there is no reason to withhold any refunds when the dealer has filed the<br />

In the circumstances for enabling the speedy disposal of refund applications the<br />

following instructions are issued:<br />

Henceforth, all assessing authorities shall dispose off the refund applications in<br />

21B, 21C, & 21CC received by them within two months from the date on which the<br />

dealer submitted all the relevant records rectifying the defects, if any pointed out.<br />

Now that e-Filing has stabilized, the declaration in Form no.21J, which is a<br />

necessary document to be produced along with refund claim, is dispensed herewith.<br />

Corresponding rule provisions will be modified suitably to meet the above<br />

requirements.<br />

All district Deputy Commissioners / Inspecting Asst. Commissioners shall monitor<br />

the receipt and disposal of refund applications and the same should form part of<br />

their work review. Explanation of the officer should be called for in cases where the<br />

statutory time limit has exceeded. In cases where the explanation is not found<br />

satisfactory, disciplinary proceedings shall be initiated.<br />

customers. And the way you<br />

answer your company’s phone<br />

will form your customer’s first<br />

impression of your business.<br />

Here’s how to answer the phone<br />

properly and win business:<br />

1) Answer all incoming phone<br />

calls before the third ring.<br />

2) When you answer the phone,<br />

be warm and enthusiastic.<br />

3) When answering the phone, welcome callers<br />

courteously and identify yourself and your<br />

organization.<br />

4) Pronounce clearly, keep your voice volume moderate,<br />

and speak slowly and clearly when answering the<br />

phone, so your caller can understand you easily.<br />

5) Control your language when answering the phone.<br />

Don’t use slang or buzzwords. Instead of saying,<br />

“OK”, or “No problem”, for instance, say “Certainly”,<br />

“Very well”, or “All right”. If you’re a person who<br />

uses fillers when you speak, such as “uh huh”,<br />

“um”, or phrases such as “like” or “you know”, train<br />

yourself carefully not to use these when you speak<br />

on the phone.<br />

6) Train your voice and vocabulary to be positive when<br />

phone answering, even on a “down” day. For<br />

example, rather than saying, “I don’t know”, say,<br />

“Let me find out about that for you.”<br />

7) Take phone messages completely and accurately. If<br />

there’s something you don’t understand or can’t<br />

spell, such as a person’s surname, asks the caller<br />

to repeat it or spell it for you. Then make sure the<br />

message gets to the intended recipient.<br />

8) Answer all your calls within<br />

one business day. I can’t<br />

emphasize this one enough.<br />

and reinforces the favorable<br />

9) Always ask the caller if it’s all<br />

when you can’t, make sure that you have a<br />

professional message recorded, that does the same<br />

thing as tip #3, and gives callers any other pertinent<br />

information before it records their messages. Update<br />

your answering machine message as needed. For<br />

instance, if your business is going to be closed for<br />

a holiday, update your recorded answering machine<br />

message to say so and to say when your business<br />

will reopen.<br />

12) Train everyone else who answers the phone to<br />

answer the same way, including other family<br />

members. Check on how your business’s phone is<br />

being answered by calling in and seeing if the phone<br />

is being answered in a professional manner. If they<br />
