The contractual framework of <strong>Total</strong>’s activities in the Republic of the Congo<br />

<strong>Total</strong> is present in Exploration – Production in the Republic of the Congo, as Operator or Partner on<br />

different licences, through <strong>Total</strong> E&P Congo (TEPC), a Congolese <strong>com</strong>pany with its Head Office in<br />

Pointe Noire.<br />

<strong>Total</strong> E&P Congo (63%) is also Operator of the Djéno oil terminal, which deals with more than 90% of<br />

the country’s oil production.<br />

In the Republic of the Congo, the Group’s production was 123 kboe/d in 2011, <strong>com</strong>pared to 120 kboe/d<br />

in 2010 and 106 kboe/d in 2009.<br />

– On the Moho Bilondo field (53.5%, operator), which started up in April 2008, drilling of<br />

development wells continued until 2010. The field reached plateau production of 90 kboe/d in<br />

June 2010.<br />

Two positive appraisal wells (Bilondo Marine 2&3) drilled at yearend 2010 in the southern<br />

portion of the field confirmed an additional growth potential as an extension of existing facilities.<br />

Studies are underway for the development of these additional reserves.<br />

The development of the resources in the northern portion of the field, the potential of which was<br />

bolstered by appraisal and exploration wells drilled in 2008 and 2009, is also being examined<br />

(Moho North project).<br />

– Production on Libondo (65%, operator), which is part of the Kombi-Likalala-Libondo operating<br />

license, started up in March 2011. Plateau production has reached 12 kb/d. A substantial portion<br />

of the equipment was sourced locally in Pointe-Noire through the redevelopment of a<br />

construction site that had been idle for several years.<br />

Taxes and other payments<br />

<strong>Total</strong> E&P Congo paid in cash during 2011 to the Republic of the Congo, royalties and various taxes<br />

amounting to 137 million U.S. dollars, <strong>com</strong>pared to 102 million U.S. dollars in 2010.<br />

But most of the payments made by <strong>Total</strong> E&P Congo are in kind. The Republic of the Congo receives<br />

under the Production Sharing Contracts part of the hydrocarbon production. In 2011, <strong>Total</strong> E&P Congo<br />

has given to the republic 24.2 million barrels (<strong>com</strong>pared to 21.9 million barrels in 2010). <strong>Total</strong> E&P<br />

Congo markets on behalf of the Republic a small portion of these volumes (about 1 million barrels). The<br />

other quantities are sold directly by the Republic.<br />

EITI (Extractive Industries Transparency Initiative) in the Republic of the Congo<br />

The Republic of the Congo was accepted as an EITI Candidate Country at the EITI Board meeting in<br />

Accra on 22 February 2008.<br />

On 9 March 2010, the country applied to extend their deadline for <strong>com</strong>pleting EITI Validation. The EITI<br />

Board agreed to grant the Republic of the Congo an extension. The final Validation report was<br />

submitted to the Board on 9 September 2010.<br />

On 14 December 2010, the EITI Board concluded that the Republic of the Congo has made meaningful<br />

progress in implementing the EITI. The Board agreed that the Republic of the Congo would retain its<br />

status as an EITI Candidate country, subject to a clearly defined and agreed work plan for achieving<br />

<strong>com</strong>pliant status, including a schedule for the next EITI Validation (deadline fixed on the 9 th of<br />

December 2012).<br />

The Republic of the Congo was declared <strong>com</strong>pliant with the EITI standard at the meeting of the EITI<br />

board in Oslo in February, 2013.<br />
