o Cut Dump<strong>in</strong>g by shovel-dumper should not be permitted <strong>in</strong> order to limit dragl<strong>in</strong>e<br />

dump height with<strong>in</strong> permissible safe pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile.<br />

o The <strong>in</strong>terface layer i.e. debris <str<strong>on</strong>g>of</str<strong>on</strong>g> coal dust, fragmented rock, soil mixed with water<br />

should be cleared as far as possible from the de-coaled floor before dump<strong>in</strong>g by<br />

dragl<strong>in</strong>e. The analysis shows that the presence <str<strong>on</strong>g>of</str<strong>on</strong>g> the wet <strong>in</strong>terface material<br />

decreases the factor <str<strong>on</strong>g>of</str<strong>on</strong>g> safety. If it cannot be avoided, then, it should be ripped by<br />

blast<strong>in</strong>g.<br />

o The valley <strong>in</strong> the dragl<strong>in</strong>e dump should be leveled to avoid ra<strong>in</strong>water p<strong>on</strong>d<strong>in</strong>g<br />

between the heaps <str<strong>on</strong>g>of</str<strong>on</strong>g> the dragl<strong>in</strong>e dump. The trapped ra<strong>in</strong>water between heaps<br />

percolates to the lower levels <str<strong>on</strong>g>of</str<strong>on</strong>g> dump. The stability analysis shows that presence <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

ra<strong>in</strong>water <strong>in</strong> the dump decreases its stability.<br />

o The overburden excavated from the shovel-dumper benches should not be dumped<br />

<strong>on</strong> or near the freshly created dragl<strong>in</strong>e dump to avoid further load<strong>in</strong>g <str<strong>on</strong>g>of</str<strong>on</strong>g> the partially<br />

c<strong>on</strong>solidated dragl<strong>in</strong>e dump. Ideally, dump<strong>in</strong>g <str<strong>on</strong>g>of</str<strong>on</strong>g> overburden excavated from<br />

shovel-dumper benches should be d<strong>on</strong>e at least two cuts away (160 to 180m).<br />

o The f<strong>in</strong>al resultant dump slope, after rehandl<strong>in</strong>g, should not exceed the angle <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

repose for the dump material (370).<br />

o Slope m<strong>on</strong>itor<strong>in</strong>g is essential to detect any <strong>in</strong>stability <strong>in</strong> advance to safe guard<br />

aga<strong>in</strong>st possible slope failure.<br />

o The dumps should be regularly surveyed to produce up-to-date and accurate dump<br />

geometry.<br />

o Geo-Technical cell shall be c<strong>on</strong>stituted <strong>in</strong> this regard at dragl<strong>in</strong>e m<strong>in</strong>e with<br />

dedicated team equipped with sophisticated slope m<strong>on</strong>itor<strong>in</strong>g equipments like 3-D<br />

Scanner / Laser Pr<str<strong>on</strong>g>of</str<strong>on</strong>g>iler / Target less Total Stati<strong>on</strong> / Slope Stability Radar to<br />

m<strong>on</strong>itor the dump slope stability.<br />

o Adequate <strong>in</strong>frastructure to be provided for impart<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g <strong>on</strong> slope stability to<br />

all c<strong>on</strong>cerned pers<strong>on</strong> employed <strong>in</strong> the large open cast m<strong>in</strong>e.<br />

.There is fire <strong>in</strong> V/VI/VII Seams <str<strong>on</strong>g>of</str<strong>on</strong>g> North Tisra and c<strong>on</strong>t<strong>in</strong>uous flow <str<strong>on</strong>g>of</str<strong>on</strong>g> 45 0 to 46 0 C hot<br />

water was there.<br />

Status <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>in</strong>specti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the barrier and the old work<strong>in</strong>gs: It is unapproachable and<br />
