44. Director (P&IR), CIL <strong>in</strong>formed that<br />

about 500 statutory vacancies have already<br />

been filled up and new advertisement has been<br />

put up seek<strong>in</strong>g applicati<strong>on</strong>s.<br />

45. CMD, CIL expla<strong>in</strong>ed that a number <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

candidates are be<strong>in</strong>g appo<strong>in</strong>ted from IIT’s. The<br />

process is go<strong>in</strong>g to be further speeded up. He<br />

further po<strong>in</strong>ted out that lots <str<strong>on</strong>g>of</str<strong>on</strong>g> small m<strong>in</strong>es are<br />

operat<strong>in</strong>g with heavy losses <str<strong>on</strong>g>of</str<strong>on</strong>g> around Rs.<br />

3000 per t<strong>on</strong>ne and low OMS <str<strong>on</strong>g>of</str<strong>on</strong>g> around 0.2<br />

t<strong>on</strong>ne. If such m<strong>in</strong>es are closed, the pers<strong>on</strong>s<br />

form these m<strong>in</strong>es could be redeployed and<br />

shortage could be made up to a large extent.<br />

46. The Chairman menti<strong>on</strong>ed that units<br />

which cannot be made viable have to be closed<br />

down. However, he requested TU leaders to<br />

seriously c<strong>on</strong>sider closure <str<strong>on</strong>g>of</str<strong>on</strong>g> unviable m<strong>in</strong>es<br />

and adopt a practical approach so that the<br />

losses could be m<strong>in</strong>imized and the Nati<strong>on</strong>al<br />

resources could be better utilized. He further<br />

suggested that TUs may discuss the matter<br />

with CIL management for a mean<strong>in</strong>gful<br />

approach.<br />

47. Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> BMS Shri S.K.<br />

Pandey expressed that Capital Budgets <str<strong>on</strong>g>of</str<strong>on</strong>g> coal<br />

companies for safety items are not realistic. He<br />

further suggested that the power for<br />

procurement <str<strong>on</strong>g>of</str<strong>on</strong>g> safety items should be<br />

delegated to subsidiary company for speed<strong>in</strong>g<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the process.<br />

48. Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> INTUC Shri G.V.R<br />

Sarma suggested that the safety expenditure<br />

should also be reviewed <strong>in</strong> the company level<br />

tripartite <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g>s.<br />

49. The Chairman observed that the figures for<br />

actual expenditures were not furnished by<br />

JSMDC and directed that these figures should<br />

be made available from the next <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g> by all<br />

companies positively.<br />

are taken care <str<strong>on</strong>g>of</str<strong>on</strong>g> by the Foreman/Over man.<br />

However, necessary exempti<strong>on</strong> is be<strong>in</strong>g sought<br />

from DGMS for need-based deployment <str<strong>on</strong>g>of</str<strong>on</strong>g> experienced<br />

senior level Mechanical/M<strong>in</strong><strong>in</strong>g Eng<strong>in</strong>eers to meet out<br />

the statutory manpower requirements.<br />

NLC has deputed recently recruited M<strong>in</strong><strong>in</strong>g<br />

Eng<strong>in</strong>eers to <strong>Coal</strong> India for tra<strong>in</strong><strong>in</strong>g <strong>in</strong> Under Ground<br />

<strong>Coal</strong> M<strong>in</strong>es for the required period enabl<strong>in</strong>g them to<br />

acquire ‘Statutory Colliery Manager’ Certificate.<br />

SCCL<br />

• Recruitment and promoti<strong>on</strong> is a c<strong>on</strong>t<strong>in</strong>uous<br />

process. This is be<strong>in</strong>g reviewed twice a year<br />

keep<strong>in</strong>g <strong>in</strong> view <str<strong>on</strong>g>of</str<strong>on</strong>g> retirement/ resignati<strong>on</strong> etc., and<br />

<strong>in</strong> additi<strong>on</strong> to this process, recruitment also made as<br />

and when requirement arises to carryout m<strong>in</strong><strong>in</strong>g<br />

operati<strong>on</strong>s safely.<br />

• The requirement and exist<strong>in</strong>g strength <str<strong>on</strong>g>of</str<strong>on</strong>g> statutory<br />

manpower is furnished <strong>in</strong> the table at Agenda item<br />

VIII.<br />

CIL<br />

Company-wise details <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>Safety</strong> Budget and Utilizati<strong>on</strong><br />

for last 3 f<strong>in</strong>ancial years and current year upto June, 09<br />

are given <strong>in</strong> Agenda Item No. IX.<br />

NLC<br />

As far as NLC is c<strong>on</strong>cerned, separate <strong>Safety</strong> Budget<br />

Provisi<strong>on</strong>s are made available when Annual Plan is<br />

drawn up for Capital and Revenue Budget.<br />

There are no f<strong>in</strong>ancial c<strong>on</strong>stra<strong>in</strong>ts so far at NLC to<br />

meet out the requirements <strong>on</strong> ‘<strong>Safety</strong> Related Activities’<br />

and the <strong>Safety</strong> Budget is be<strong>in</strong>g fully utilized.<br />

SCCL<br />

There is no specific budget to safety <strong>on</strong> capital<br />

and revenue related issues.<br />

Required funds to the full extent are provided<br />

depend<strong>in</strong>g/bas<strong>in</strong>g <strong>on</strong> the requirement and<br />

reviewed periodically.<br />

The actual expenditure <strong>in</strong>curred (Rs. In Lakhs)<br />

dur<strong>in</strong>g the years from 2006-07 to 2008-09 is<br />

furnished below:<br />
