Pandey expressed that actual cases <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

pneumoc<strong>on</strong>iosis are not be<strong>in</strong>g reported by coal<br />

companies.<br />

38. Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> CITU Shri M. K.<br />

Mukherjee expressed that there should be<br />

adequate number <str<strong>on</strong>g>of</str<strong>on</strong>g> Radiologist, General<br />

Physicians etc. <strong>in</strong> the hospitals as per ILO<br />

c<strong>on</strong>venti<strong>on</strong> / recommendati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the Tenth<br />

C<strong>on</strong>ference <strong>on</strong> <strong>Safety</strong>, so that pneumoc<strong>on</strong>iosis<br />

and Tuberculosis could be differentiated <strong>in</strong><br />

m<strong>in</strong>e workers.<br />

39. Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> INTUC Shri G.V.R.<br />

Sharma po<strong>in</strong>ted out that <strong>on</strong>ly face workers,<br />

Ro<str<strong>on</strong>g>of</str<strong>on</strong>g> dressers Drillers etc. are pr<strong>on</strong>e to dust<br />

borne diseases. He further expressed that most<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the Doctors tra<strong>in</strong>ed <strong>in</strong> pneumoc<strong>on</strong>iosis have<br />

either resigned or retired and new Doctors <strong>in</strong><br />

service may be imparted tra<strong>in</strong><strong>in</strong>g <strong>in</strong><br />

occupati<strong>on</strong>al diseases.<br />

40. While appreciat<strong>in</strong>g the c<strong>on</strong>cern <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

members CMD, CIL requested DGMS to<br />

arrange for tra<strong>in</strong><strong>in</strong>g to CIL Doctors <strong>on</strong><br />

occupati<strong>on</strong>al diseases which was agreed to by<br />

the DGMS.<br />

(Acti<strong>on</strong> – <strong>Coal</strong> Companies/DGMS)<br />

implemented.<br />

In practice, the pers<strong>on</strong>s who c<strong>on</strong>travene are<br />

warned, counselled for m<strong>in</strong>or lapses and penalized <strong>in</strong><br />

case <str<strong>on</strong>g>of</str<strong>on</strong>g> any serious lapses observed.<br />

SCCL<br />

There are 34 Underground m<strong>in</strong>es, 14 Open cast<br />

m<strong>in</strong>es as <strong>on</strong> date.<br />

Risk Assessment and Management Plan (RAMP)<br />

are prepared for all the m<strong>in</strong>es.<br />

M<strong>on</strong>thly and quarterly <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g>s are be<strong>in</strong>g held by<br />

the c<strong>on</strong>cerned committee. The RAMP is be<strong>in</strong>g up<br />

dated accord<strong>in</strong>gly <strong>on</strong> the recommendati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

committee.<br />

Near miss cases are analysed thoroughly and<br />

suitable remedial measure taken by the<br />

c<strong>on</strong>cerned.<br />

Company-wise details <str<strong>on</strong>g>of</str<strong>on</strong>g> Occupati<strong>on</strong>al Health Services<br />

are given <strong>in</strong> the Item No. VII.<br />

Two <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g> have been arranged <strong>in</strong> BCCL <strong>in</strong> which<br />

doctors <str<strong>on</strong>g>of</str<strong>on</strong>g> DGMS participated. Planned with DGMS for<br />

implementati<strong>on</strong> for rema<strong>in</strong><strong>in</strong>g subsidiaries.<br />

Shri Manas Mukherjee <str<strong>on</strong>g>of</str<strong>on</strong>g> All India <strong>Coal</strong> Workers’<br />

Federati<strong>on</strong> (CITU) had proposed to <strong>in</strong>clude<br />

“Ratificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> ILO c<strong>on</strong>venti<strong>on</strong> No. 176 by the<br />

Government <str<strong>on</strong>g>of</str<strong>on</strong>g> India” <strong>in</strong> the agenda for discussi<strong>on</strong> <strong>in</strong><br />

the 33 rd <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g> but this has not been approved as it<br />

is the subject matter <str<strong>on</strong>g>of</str<strong>on</strong>g> the MoL&E.<br />

NLC<br />

NLC has obta<strong>in</strong>ed the follow<strong>in</strong>g certificati<strong>on</strong> for<br />

all the M<strong>in</strong>es and Stipulated norms <str<strong>on</strong>g>of</str<strong>on</strong>g> certificati<strong>on</strong><br />

are be<strong>in</strong>g ma<strong>in</strong>ta<strong>in</strong>ed.<br />

As far as NLC is c<strong>on</strong>cerned,<br />

A well established Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Industrial<br />

Hygiene and Occupati<strong>on</strong>al Diseases (DIHOD) is<br />

functi<strong>on</strong><strong>in</strong>g effectively <strong>in</strong> with highly qualified and<br />

experienced medical pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al <strong>in</strong> OHS –<br />

System. The Occupati<strong>on</strong>al Health Services is<br />

established at NLC and functi<strong>on</strong><strong>in</strong>g s<strong>in</strong>ce the year<br />

1982 under the c<strong>on</strong>trol <str<strong>on</strong>g>of</str<strong>on</strong>g> highly qualified and<br />

experienced Medical Pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>als <strong>in</strong> Industrial<br />

<strong>Safety</strong>.<br />
