30. To a query from the Trade Uni<strong>on</strong><br />

representatives, DGMS clarified that the<br />

accident statistics provided by DGMS also<br />

<strong>in</strong>clude c<strong>on</strong>tractor’s workers and he assured<br />

the members that from the next <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g> a<br />

statistics would be provided by DGMS with<br />

respect to c<strong>on</strong>tractor workers separately.<br />

Risk Assessment & Management (Agenda<br />

item VI)<br />

31. The status <str<strong>on</strong>g>of</str<strong>on</strong>g> the risk assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> all<br />

the Companies was reviewed by the Chairman.<br />

Chairman viewed the absence <str<strong>on</strong>g>of</str<strong>on</strong>g> Management<br />

representatives <str<strong>on</strong>g>of</str<strong>on</strong>g> DVC seriously and directed<br />

that from the next <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g> management<br />

representatives <str<strong>on</strong>g>of</str<strong>on</strong>g> all coal companies must<br />

participate without fail.<br />

32. TU representatives appreciated the<br />

efforts <str<strong>on</strong>g>of</str<strong>on</strong>g> CIL <strong>in</strong> carry<strong>in</strong>g out risk assessment.<br />

33. Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> BMS Shri S.K.<br />

Pandey desired that salient po<strong>in</strong>ts <str<strong>on</strong>g>of</str<strong>on</strong>g> risk<br />

assessment should be discussed <strong>in</strong> tripartite<br />

<str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g> also.<br />

34. TU Representative Shri M.K.<br />

Mukherjee and Shri A.C. Patra desired that the<br />

risk assessment should <strong>in</strong>clude near miss<br />

accidents also.<br />

35. DGMS <strong>in</strong>formed that <strong>in</strong> some cement<br />

plant, there is practice <str<strong>on</strong>g>of</str<strong>on</strong>g> analyz<strong>in</strong>g near miss<br />

<strong>in</strong>cidents and management takes punitive<br />

acti<strong>on</strong> if a pers<strong>on</strong> is <strong>in</strong>volved himself <strong>in</strong> three<br />

such <strong>in</strong>cidents <strong>in</strong> successi<strong>on</strong>. He suggested<br />

that coal companies could c<strong>on</strong>sider adopt<strong>in</strong>g<br />

this approach for improv<strong>in</strong>g alertness <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

workers and reduc<strong>in</strong>g accidents <strong>in</strong> m<strong>in</strong>es.<br />

36. CMD, CIL desired DGMS to<br />

comments <strong>on</strong> why the impact <str<strong>on</strong>g>of</str<strong>on</strong>g> risk<br />

assessment <strong>on</strong> reducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> accidents is not<br />

c<strong>on</strong>spicuous. DGMS op<strong>in</strong>ed that unless<br />

manual load<strong>in</strong>g <strong>in</strong> m<strong>in</strong>es is replaced with<br />

mechanised load<strong>in</strong>g there would not be<br />

significant improvement <strong>in</strong> reducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

accident.<br />

adopti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>Safety</strong> Norms and be<strong>in</strong>g ensured with fix<strong>in</strong>g<br />

up <str<strong>on</strong>g>of</str<strong>on</strong>g> Area wise resp<strong>on</strong>sibility <strong>in</strong> all critical works.<br />

DGMS<br />

The necessary accident statistics for c<strong>on</strong>tractual workers<br />

as compiled by DGMS, based <strong>on</strong> <strong>in</strong>put received from<br />

various coal companies shall be made available dur<strong>in</strong>g<br />

the ensu<strong>in</strong>g <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g>.<br />

CIL<br />

Company-wise details <str<strong>on</strong>g>of</str<strong>on</strong>g> Risk Assessment and <strong>Safety</strong><br />

Management are given <strong>in</strong> the Agenda Item No. VI.<br />

A) Company-wise status:<br />

ECL: Noted for compliance.<br />

BCCL: Near miss <strong>in</strong>cidents are analyzed.<br />

CCL: Near miss <strong>in</strong>cidents are analyzed and<br />

discussed <strong>in</strong> PSC <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g>.<br />

NCL: Near Miss accidents are c<strong>on</strong>sidered / <strong>in</strong>clud<strong>in</strong>g<br />

dur<strong>in</strong>g Risk Assessment.<br />

WCL: are be<strong>in</strong>g complied.<br />

SECL: discussed <strong>in</strong> PSC <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g>.<br />

MCL: Implemented.<br />

B) Company-wise status:<br />

ECL: Programme has been drawn to c<strong>on</strong>vert at least<br />

two districts <strong>in</strong> each area <strong>in</strong> phased manner.<br />

BCCL: Number <str<strong>on</strong>g>of</str<strong>on</strong>g> Manual Districts has been<br />

reduced from 47 <strong>in</strong> 2008-09 to 29 <strong>in</strong> 2009-10.<br />

CCL: In Churi UG, it has been programmed to<br />

c<strong>on</strong>vert from manual load<strong>in</strong>g to C<strong>on</strong>t<strong>in</strong>uous M<strong>in</strong>er.<br />

WCL: Out <str<strong>on</strong>g>of</str<strong>on</strong>g> 47 m<strong>in</strong>es 37 are fully mechanized, 7<br />

m<strong>in</strong>es partially mechanized and <strong>in</strong> 3 m<strong>in</strong>es purely<br />

manual load<strong>in</strong>g is d<strong>on</strong>e. Acti<strong>on</strong> is be<strong>in</strong>g taken to<br />

c<strong>on</strong>vert phase-wise all the m<strong>in</strong>es <strong>in</strong>to fully<br />

mechanized load<strong>in</strong>g by SDLs / LHDs.<br />

SECL: All m<strong>in</strong>es have mechanized load<strong>in</strong>g.<br />

MCL: Only <strong>on</strong>e manual district.<br />

NEC: It is not feasible.<br />

NLC<br />

As far as NLC is c<strong>on</strong>cerned, the Risk Assessment and<br />

<strong>Safety</strong> Audit were carried out for NLC M<strong>in</strong>es <strong>in</strong> the year<br />

2003 and aga<strong>in</strong> <strong>in</strong> the year 2007-08 <strong>in</strong> order to keep up<br />

the regularity at uniform <strong>in</strong>terval <str<strong>on</strong>g>of</str<strong>on</strong>g> time, by accredited<br />

External Agency and their recommendati<strong>on</strong>s are be<strong>in</strong>g<br />
