29. CMD, CIL stated that there is a marked<br />
improvement <strong>in</strong> accident statistics s<strong>in</strong>ce 1975<br />
<strong>in</strong> spite <str<strong>on</strong>g>of</str<strong>on</strong>g> manifold <strong>in</strong>crease <strong>in</strong> coal<br />
producti<strong>on</strong>. However, the improvement<br />
reached a plateau s<strong>in</strong>ce last 4-5 years and it<br />
<strong>Coal</strong> India Limited (CIL)<br />
Company-wise details <str<strong>on</strong>g>of</str<strong>on</strong>g> security arrangement <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
magaz<strong>in</strong>e etc. are given <strong>in</strong> Table at Annexure-I<br />
NLC<br />
As far as NLC is c<strong>on</strong>cerned, there has been no<br />
pilferage <str<strong>on</strong>g>of</str<strong>on</strong>g> explosives, so far from NLC M<strong>in</strong>es.<br />
However the follow<strong>in</strong>g measures are be<strong>in</strong>g<br />
ma<strong>in</strong>ta<strong>in</strong>ed to avert pilferage.<br />
NLC M<strong>in</strong>es use Class II explosives <strong>on</strong>ly which<br />
are stored <strong>in</strong> Magaz<strong>in</strong>es duly c<strong>on</strong>structed and<br />
approved by CCOE and the Explosive Magaz<strong>in</strong>es<br />
are guarded round the clock by Armed Central<br />
Industrial Security Force Pers<strong>on</strong>nel.<br />
The utilizati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> explosives is recorded <strong>in</strong> the<br />
statutory Record Book Form 32, countersigned by<br />
the Blast<strong>in</strong>g <strong>in</strong> charge / the magaz<strong>in</strong>e <strong>in</strong> charge. /<br />
CISF Pers<strong>on</strong>nel <strong>on</strong> day-to-day basis and m<strong>on</strong>thly<br />
statement <strong>in</strong> Form 36 is be<strong>in</strong>g <strong>in</strong>timated to the<br />
C<strong>on</strong>troller <str<strong>on</strong>g>of</str<strong>on</strong>g> Explosives, Chennai / Tamilnadu.<br />
SCCL<br />
Total no. <str<strong>on</strong>g>of</str<strong>on</strong>g> explosive magaz<strong>in</strong>es <strong>in</strong> SCCL are<br />
rati<strong>on</strong>alized.<br />
The magaz<strong>in</strong>es are be<strong>in</strong>g guarded by CISF/Police<br />
pers<strong>on</strong>nel/SCCL security guards round the clock.<br />
This work is be<strong>in</strong>g reviewed/ m<strong>on</strong>itored by<br />
security department head regularly.<br />
M<strong>in</strong>istry <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>Coal</strong><br />
MoC has favourably c<strong>on</strong>sidered the new nom<strong>in</strong>ati<strong>on</strong>s<br />
from the Trade Uni<strong>on</strong>s to the sub-<str<strong>on</strong>g>Committee</str<strong>on</strong>g> c<strong>on</strong>stituted<br />
vide this M<strong>in</strong>istry’s order dated 10.10.2007.<br />
CIL<br />

NLC<br />
No major accident occurred <strong>in</strong> NLC so far.<br />
However <strong>in</strong> depth Accident Analysis with systematic<br />
<strong>in</strong>vestigati<strong>on</strong>s are be<strong>in</strong>g carried out and the accidents are<br />
brought under c<strong>on</strong>trol with strict enforcement <strong>on</strong><br />
