Chairman desired that the Sub- ong>Committeeong> should start functioning without waiting for the names ong>ofong> representatives from other TUs and further names could be included in the Sub-ong>Committeeong> as and when received. (Action – MOC) Safety Statistics and Analysis ong>ofong> Major Accidents occurred recently (Agenda item – IV & V) 29. CMD, CIL stated that there is a marked improvement in accident statistics since 1975 in spite ong>ofong> manifold increase in coal production. However, the improvement reached a plateau since last 4-5 years and it Coal India Limited (CIL) Company-wise details ong>ofong> security arrangement ong>ofong> magazine etc. are given in Table at Annexure-I NLC As far as NLC is concerned, there has been no pilferage ong>ofong> explosives, so far from NLC Mines. However the following measures are being maintained to avert pilferage. NLC Mines use Class II explosives only which are stored in Magazines duly constructed and approved by CCOE and the Explosive Magazines are guarded round the clock by Armed Central Industrial Security Force Personnel. The utilization ong>ofong> explosives is recorded in the statutory Record Book Form 32, countersigned by the Blasting in charge / the magazine in charge. / CISF Personnel on day-to-day basis and monthly statement in Form 36 is being intimated to the Controller ong>ofong> Explosives, Chennai / Tamilnadu. SCCL Total no. ong>ofong> explosive magazines in SCCL are rationalized. The magazines are being guarded by CISF/Police personnel/SCCL security guards round the clock. This work is being reviewed/ monitored by security department head regularly. Ministry ong>ofong> Coal MoC has favourably considered the new nominations from the Trade Unions to the sub-ong>Committeeong> constituted vide this Ministry’s order dated 10.10.2007. CIL Covered in agenda item IV & V. NLC No major accident occurred in NLC so far. However in depth Accident Analysis with systematic investigations are being carried out and the accidents are brought under control with strict enforcement on 20

To a query from the Trade Union representatives, DGMS clarified that the accident statistics provided by DGMS also include contractor’s workers and he assured the members that from the next ong>meetingong> a statistics would be provided by DGMS with respect to contractor workers separately. (Action – MOL&E/DGMS) Risk Assessment & Management (Agenda item VI) 31. The status ong>ofong> the risk assessment ong>ofong> all the Companies was reviewed by the Chairman. Chairman viewed the absence ong>ofong> Management representatives ong>ofong> DVC seriously and directed that from the next ong>meetingong> management representatives ong>ofong> all coal companies must participate without fail. 32. TU representatives appreciated the efforts ong>ofong> CIL in carrying out risk assessment. 33. Representative ong>ofong> BMS Shri S.K. Pandey desired that salient points ong>ofong> risk assessment should be discussed in tripartite ong>meetingong> also. 34. TU Representative Shri M.K. Mukherjee and Shri A.C. Patra desired that the risk assessment should include near miss accidents also. 35. DGMS informed that in some cement plant, there is practice ong>ofong> analyzing near miss incidents and management takes punitive action if a person is involved himself in three such incidents in succession. He suggested that coal companies could consider adopting this approach for improving alertness ong>ofong> workers and reducing accidents in mines. 36. CMD, CIL desired DGMS to comments on why the impact ong>ofong> risk assessment on reduction ong>ofong> accidents is not conspicuous. DGMS opined that unless manual loading in mines is replaced with mechanised loading there would not be significant improvement in reduction ong>ofong> accident. (ActionCoal Companies / DVC) adoption ong>ofong> Safety Norms and being ensured with fixing up ong>ofong> Area wise responsibility in all critical works. DGMS The necessary accident statistics for contractual workers as compiled by DGMS, based on input received from various coal companies shall be made available during the ensuing ong>meetingong>. CIL Company-wise details ong>ofong> Risk Assessment and Safety Management are given in the Agenda Item No. VI. A) Company-wise status: ECL: Noted for compliance. BCCL: Near miss incidents are analyzed. CCL: Near miss incidents are analyzed and discussed in PSC ong>meetingong>. NCL: Near Miss accidents are considered / including during Risk Assessment. WCL: are being complied. SECL: discussed in PSC ong>meetingong>. MCL: Implemented. B) Company-wise status: ECL: Programme has been drawn to convert at least two districts in each area in phased manner. BCCL: Number ong>ofong> Manual Districts has been reduced from 47 in 2008-09 to 29 in 2009-10. CCL: In Churi UG, it has been programmed to convert from manual loading to Continuous Miner. WCL: Out ong>ofong> 47 mines 37 are fully mechanized, 7 mines partially mechanized and in 3 mines purely manual loading is done. Action is being taken to convert phase-wise all the mines into fully mechanized loading by SDLs / LHDs. SECL: All mines have mechanized loading. MCL: Only one manual district. NEC: It is not feasible. NLC As far as NLC is concerned, the Risk Assessment and Safety Audit were carried out for NLC Mines in the year 2003 and again in the year 2007-08 in order to keep up the regularity at uniform interval ong>ofong> time, by accredited External Agency and their recommendations are being 21
