Subject: Minutes <strong>of</strong> 32 nd <strong>meeting</strong> <strong>of</strong> <strong>Standing</strong> <strong>Committee</strong> on Safety in Coal Mines
held on 17.3.2009 at New Delhi
The undersigned is directed to refer to this Ministry’s OM <strong>of</strong> even number dated
27 th May 2009 vide which minutes <strong>of</strong> the 32nd <strong>meeting</strong> <strong>of</strong> the <strong>Standing</strong> <strong>Committee</strong> on
Safety in Coal Mines held on 17-3-2009 under the Chairmanship <strong>of</strong> MoS (Coal) in New
Delhi have been circulated to all concerned. The following modifications/addition may
be made in para 8 & 9 <strong>of</strong> the aforesaid minutes. These modifications/ amendments /
additions in the minutes have also been put on the website <strong>of</strong> this Ministry i.e.
http://coal.nic.in. Details <strong>of</strong> the amendments / additions are as under:
Strengthening <strong>of</strong> Directorate General <strong>of</strong> Mines Safety (DGMS)
FOR
8. The recommendations <strong>of</strong> the Work Study <strong>Committee</strong> have been accepted and
sanction for creation <strong>of</strong> 102 Group ‘A’ posts in DGMS has been issued on 5.3.2009.

8. Joint Secretary, Ministry <strong>of</strong> Labour & Employment informed that they have
already initiated action for filling up 105 posts in DGMS. Appointment letters have been
issued to 14 candidates for the post <strong>of</strong> Deputy Directors out <strong>of</strong> which 7 persons have
already joined.
The recommendations <strong>of</strong> the Work Study <strong>Committee</strong> have been accepted and
sanction for creation <strong>of</strong> 102 Group ‘A’ posts in DGMS has been issued on 5.3.2009.

Amendment in Coal Mines Regulations (CMR)

9. The proposed Amendments in CMR, 2006 have been concurred by the Ministry <strong>of</strong>
Coal and M/O Mines. the same were referred to M/o Law for vetting, who advised that
the matter may first be referred to <strong>Committee</strong> under Section 12 <strong>of</strong> the Mines Act, 1952 is
being reconstituted since as per the notification Additional Secretary is the Chairman,
whereas there is no Additional Secretary in the Ministry at present.

9. JS, MoL&E informed that the proposed Amendments in CMR, 2006 have been
