43. Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> COMAI Shri Sukhdev Narayan raised the issue <str<strong>on</strong>g>of</str<strong>on</strong>g> shortage <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

E&M Eng<strong>in</strong>eers.<br />

44. Director (P&IR), CIL <strong>in</strong>formed that about 500 statutory vacancies have already<br />

been filled up and new advertisement has been put up seek<strong>in</strong>g applicati<strong>on</strong>s.<br />

45. CMD, CIL expla<strong>in</strong>ed that a number <str<strong>on</strong>g>of</str<strong>on</strong>g> candidates are be<strong>in</strong>g appo<strong>in</strong>ted from IIT’s.<br />

The process is go<strong>in</strong>g to be further speeded up. He further po<strong>in</strong>ted out that lots <str<strong>on</strong>g>of</str<strong>on</strong>g> small<br />

m<strong>in</strong>es are operat<strong>in</strong>g with heavy losses <str<strong>on</strong>g>of</str<strong>on</strong>g> around Rs. 3000 per t<strong>on</strong>ne and low OMS <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

around 0.2 t<strong>on</strong>ne. If such m<strong>in</strong>es are closed, the pers<strong>on</strong>s form these m<strong>in</strong>es could be<br />

redeployed and shortage could be made up to a large extent.<br />

46. The Chairman menti<strong>on</strong>ed that units which cannot be made viable have to be<br />

closed down. However, he requested TU leaders to seriously c<strong>on</strong>sider closure <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

unviable m<strong>in</strong>es and adopt a practical approach so that the losses could be m<strong>in</strong>imized and<br />

the Nati<strong>on</strong>al resources could be better utilized. He further suggested that TUs may<br />

discuss the matter with CIL management for a mean<strong>in</strong>gful approach.<br />

47. Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> BMS Shri S.K. Pandey expressed that Capital Budgets <str<strong>on</strong>g>of</str<strong>on</strong>g> coal<br />

companies for safety items are not realistic. He further suggested that the power for<br />

procurement <str<strong>on</strong>g>of</str<strong>on</strong>g> safety items should be delegated to subsidiary company for speed<strong>in</strong>g <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the process.<br />

48. Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> INTUC Shri G.V.R Sarma suggested that the safety expenditure<br />

should also be reviewed <strong>in</strong> the company level tripartite <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g>s.<br />

49. The Chairman observed that the figures for actual expenditures were not furnished by<br />

JSMDC and directed that these figures should be made available from the next <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g><br />

by all companies positively.<br />

50. Status was reviewed and Chairman directed all coal companies to strictly follow<br />

the recommendati<strong>on</strong>s as applicable.<br />

51. Shri G.V.R Sarma, INTUC menti<strong>on</strong>ed about Vishnupuri Colliery accident <strong>in</strong><br />

WCL and desired to know when a court <str<strong>on</strong>g>of</str<strong>on</strong>g> enquiry is c<strong>on</strong>stituted by MoL&E. DGMS<br />

menti<strong>on</strong>ed that usually MoL&E c<strong>on</strong>siders c<strong>on</strong>stituti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> court <str<strong>on</strong>g>of</str<strong>on</strong>g> enquiry <strong>in</strong>to m<strong>in</strong>e<br />

accidents to br<strong>in</strong>g out specific reas<strong>on</strong>s for an accident <str<strong>on</strong>g>of</str<strong>on</strong>g> serious nature. However, if an<br />

accident <strong>in</strong>volves 10 or more fatalities the court <str<strong>on</strong>g>of</str<strong>on</strong>g> enquiry is <strong>in</strong>variably c<strong>on</strong>stituted.<br />
