21. Trade Uni<strong>on</strong> representative Shri R.P. S<strong>in</strong>gh and Shri Sankar Saha also desired that<br />

the payment <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>in</strong>imum wages to c<strong>on</strong>tractor workers should be compiled with and the<br />

payment <str<strong>on</strong>g>of</str<strong>on</strong>g> their wages through bank should be implemented by all coal companies.<br />

22. Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> CITU Shri M. K. Mukherjee desired that the m<strong>in</strong>imum wages<br />

should be paid to all c<strong>on</strong>tractor workers as per circular issued by the M<strong>in</strong>istry <str<strong>on</strong>g>of</str<strong>on</strong>g> Labour<br />

and Employment <strong>in</strong> August, 2008.<br />

23. CMD, CIL desired to know whether the said circular is applicable to employees<br />

work<strong>in</strong>g <strong>in</strong> coal m<strong>in</strong>es. JS, MOLE clarified that the said circular is not applicable to coal<br />

m<strong>in</strong>es.<br />

24. Chairman op<strong>in</strong>ed that Trade Uni<strong>on</strong> representatives may directly approach MoLE<br />

regard<strong>in</strong>g mak<strong>in</strong>g relevant provisi<strong>on</strong>s for m<strong>in</strong>imum wages applicable to coal m<strong>in</strong>es.<br />

25. Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> BMS Shri S. K. Pandey expressed that jo<strong>in</strong>t <strong>in</strong>specti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

explosive magaz<strong>in</strong>es by CMDs <str<strong>on</strong>g>of</str<strong>on</strong>g> coal companies particularly <strong>in</strong> the states <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Chhattisgarh, Jharkhand and Madhya Pradesh are not be<strong>in</strong>g carried out regularly and<br />

there is a need to enforce such <strong>in</strong>specti<strong>on</strong>s.<br />

26. Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> INTUC Shri R.P. S<strong>in</strong>gh also desired strengthen<strong>in</strong>g <str<strong>on</strong>g>of</str<strong>on</strong>g> security<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> magaz<strong>in</strong>es.<br />

27. Adviser (Projects) <strong>in</strong>formed that nom<strong>in</strong>ati<strong>on</strong>s from three TUs viz All India <strong>Coal</strong><br />

Workers Federati<strong>on</strong> (CITU), Akhil Bhartiya Khadan Mazdoor Sangh (BMS) and Indian<br />

M<strong>in</strong>e Workers Federati<strong>on</strong> (INTUC) have not been received for the sub-committee.<br />

28. Chairman desired that the Sub-<str<strong>on</strong>g>Committee</str<strong>on</strong>g> should start functi<strong>on</strong><strong>in</strong>g without<br />

wait<strong>in</strong>g for the names <str<strong>on</strong>g>of</str<strong>on</strong>g> representatives from other TUs and further names could be<br />

<strong>in</strong>cluded <strong>in</strong> the Sub-<str<strong>on</strong>g>Committee</str<strong>on</strong>g> as and when received.<br />

<strong>Safety</strong> Statistics ands Analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> Major Accidents occurred recently (Agenda item –<br />

IV & V)<br />

29. CMD, CIL stated that there is a marked improvement <strong>in</strong> accident statistics s<strong>in</strong>ce<br />

1975 <strong>in</strong> spite <str<strong>on</strong>g>of</str<strong>on</strong>g> manifold <strong>in</strong>crease <strong>in</strong> coal producti<strong>on</strong>. However, the improvement reached<br />

a plateau s<strong>in</strong>ce last 4-5 years and it would require major thrust <strong>in</strong> R&D and technology<br />

<strong>in</strong>fusi<strong>on</strong> to atta<strong>in</strong> Zero Harm level.<br />

30. To a query from the Trade Uni<strong>on</strong> representatives, DGMS clarified that the<br />

accident statistics provided by DGMS also <strong>in</strong>clude c<strong>on</strong>tractor’s workers and he assured<br />

the members that from the next <str<strong>on</strong>g>meet<strong>in</strong>g</str<strong>on</strong>g> a statistics would be provided by DGMS with<br />

respect to c<strong>on</strong>tractor workers separately.<br />

31. The status <str<strong>on</strong>g>of</str<strong>on</strong>g> the risk assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> all the Companies was reviewed by the<br />

Chairman. Chairman viewed the absence <str<strong>on</strong>g>of</str<strong>on</strong>g> Management representatives <str<strong>on</strong>g>of</str<strong>on</strong>g> DVC<br />
