Review of Emergency Response Provision: Sevenoaks
Incidents and Mobilisations Analysis
Introduction
1. The Sevenoaks area consists of 1 Wholetime day crewed station (S68 Sevenoaks) and 4
retained stations (S67 Borough Green, S69 Westerham, S70 Edenbridge and S71 Seal).
Direct Comparison Station Ground Incident Analysis
2. To assess how station locations with their present disposition of appliances compare with
other stations within Kent & Medway, a service wide average for each specific type of
station has been created using station grounds. The analysis is based on these areas, not
by which appliance historically attended.
3. The types of stations have been broken down into the following so an affective comparison
can be made:
Wholetime appliances only 1 (7 stations)
Wholetime, retained mixed 2 (6 stations)
Day crewing 3 (which includes a retained second appliance) (9 stations)
Stand alone retained station (43 stations)
4. To create these averages five years of incident data has been used between 1st of January
2005 and 31st December 2009.
Actual and Average Incident Numbers for Station Types
5. Table 1 below shows the total numbers of incidents by station type. The next table shows
the average of these calls by the number of stations within each station type.
6. Whilst averaging the value gives ballpark figures for ready reckoning, it should be kept in
mind that some stations, taking for example the retained station Swanley attend far more
calls than others e.g. Chilham. Average values can therefore be influenced by very busy
stations and very quiet ones.
7. Kent and Medway also varies considerably in demography and geography and covers a
range spanning from high urban developments to extensive rural villages. Most retained
stations serve rural areas of Kent & Medway, sparsely populated and with few triggers of
risk, whilst wholetime stations are located in busy urban areas. This uniqueness should be
considered when comparing and contrasting averages for the station types across Kent &
Medway.
Incidents and Mobilisations Analysis
Mobilisation Analysis
Introduction
1. Stations in the Sevenoaks review area include 1 day-crewed station (S68 Sevenoaks) and
4 retained stations (S67 Borough Green, S69 Westerham, S70 Edenbridge, S71 Seal)
2. Mobilisations in the Sevenoaks review area consist of comparisons of 1 RPL’s (68R1), 1
EXP (70P1) and 4 pumps (67P1, 68P1, 69P1, 71P1).
3. Call signs and appliance numbers have been used throughout the charts and tables.
Details of which appliance is based where can be found at Annex 1
Direct Comparison Appliance Mobilisation Analysis
4. To assess how appliances perform in relation with activity to the rest of Kent & Medway the
appliances in the Sevenoaks area have been compared to the average number of
mobilisations of the same type across Kent & Medway. These averages have been broken
down into the following groups:
Rescue Pump Ladder – RPL (23)
Extended Pump – EXP (11)
Pump Ladder – PL (8)
Pump – P (44)
NB: We are aware that some appliances may have changed in type over the five year
period e.g. pump to an extended pump. For the purpose of this analysis an appliance’s
current function has been used to categorise it.
5. To create these averages five years of mobilisation data has been used between 1st
January 2005 and 31st December 2009. The list of incident types is given in the table
below.
Categories of Emergency Incidents Selected in Analysis
Fires Primary
Secondary
Chimney
False Alarms Malicious False Alarms
Fire Alarm Due to Apparatus
Good Intent False Alarm
Special Service Special Services
6. The table below shows the average number of incidents attended by pump type and will be
used within this document to compare the status of appliances located within the
Sevenoaks area.
Incidents and Mobilisations Analysis
Variance Analysis
Introduction
58. The tables and variance charts in this section provide a summary of the measure of
incident activity for each station ground, to a measure of either population numbers,
household numbers, other buildings or road network. This gives an overview of incident
areas where the activity for each incident category is over, under or averagely represented
within the station ground.
59. Population and household numbers are obtained from the Mosaic 2009 dataset. Other
Buildings numbers are obtained from KFRS Technical Fire Safety CFRMIS database,
FSEC (Valuation Office records), focus group updates (local data collection), KCC data
(care home records) and Mosaic 2009 datasets.
60. Station incidents indicate the number of incidents of that type which were recorded on the
station ground between 01/01/2005 to 31/12/2009.
61. KFRS Incidents indicate the number of incidents for that category recorded for the whole
of KFRS.
62. % of Incidents is a percentage representation of the number of incidents on the station
ground to the whole of incidents within KFRS between 01/01/2005 to 31/12/2009.
63. Measure is the measurement unit used to determine the variance rate.
64. Station Figure is the number of measure units within the station ground. For example
where the measure is Population, this indicates the number of persons within the station
ground. Where the measure is Households this indicates the number of households within
the station ground. Where the measure is Other Buildings, this indicates the numbers of
buildings that are not classed as domestic single property or flats under 3 storey buildings
(see Annex 2), by FSEC within the station ground. Where the measure is Road Network,
this indicates the length of road network (Motorways, A Road Dual Carriageways, A Road
Single Carriageways, B Road Dual Carriageways, B Road Single Carriageways and C
Road Single Carriageways), within the station ground as recorded within FSEC.
65. The length of road network is a representation of route length and not carriageway length.
For example, for a dual carriage way running from A to B, the route length would be the
distance of routes A to B and B to A.
66. KFRS Figure is the number of measure units with the whole KFRS area.
67. % Measure is a percentage representation of the number of measure units on the station
ground to the whole of KFRS.
68. Variance is the ratio of the % of Incidents to the % of Measure. It indicates an over, under
or average representation within the station ground and is illustrated in the chart following.
