Introduction<br />

1. The <strong>Sevenoaks</strong> area consists of 1 Wholetime day crewed station (S68 <strong>Sevenoaks</strong>) <strong>and</strong> 4<br />

retained stations (S67 Borough Green, S69 Westerham, S70 Edenbridge <strong>and</strong> S71 Seal).<br />

Direct Comparison Station Ground Incident Analysis<br />

2. To assess how station locations with their present disposition of appliances compare with<br />

other stations within <strong>Kent</strong> & Medway, a service wide average for each specific type of<br />

station has been created using station grounds. The analysis is based on these areas, not<br />

by which appliance historically attended.<br />

3. The types of stations have been broken down into the following so an affective comparison<br />

can be made:<br />

Wholetime appliances only 1 (7 stations)<br />

Wholetime, retained mixed 2 (6 stations)<br />

Day crewing 3 (which includes a retained second appliance) (9 stations)<br />

St<strong>and</strong> alone retained station (43 stations)<br />

4. To create these averages five years of incident data has been used between 1st of January<br />

2005 <strong>and</strong> 31st December 2009.<br />

5. Table 1 below shows the total numbers of incidents by station type. The next table shows<br />

the average of these calls by the number of stations within each station type.<br />

6. Whilst averaging the value gives ballpark figures for ready reckoning, it should be kept in<br />

mind that some stations, taking for example the retained station Swanley attend far more<br />

calls than others e.g. Chilham. Average values can therefore be influenced by very busy<br />

stations <strong>and</strong> very quiet ones.<br />

7. <strong>Kent</strong> <strong>and</strong> Medway also varies considerably in demography <strong>and</strong> geography <strong>and</strong> covers a<br />

range spanning from high urban developments to extensive rural villages. Most retained<br />

stations serve rural areas of <strong>Kent</strong> & Medway, sparsely populated <strong>and</strong> with few triggers of<br />

risk, whilst wholetime stations are located in busy urban areas. This uniqueness should be<br />

considered when comparing <strong>and</strong> contrasting averages for the station types across <strong>Kent</strong> &<br />

Medway.<br />

Introduction<br />

1. Stations in the <strong>Sevenoaks</strong> review area include 1 day-crewed station (S68 <strong>Sevenoaks</strong>) <strong>and</strong><br />

4 retained stations (S67 Borough Green, S69 Westerham, S70 Edenbridge, S71 Seal)<br />

2. Mobilisations in the <strong>Sevenoaks</strong> review area consist of comparisons of 1 RPL’s (68R1), 1<br />

EXP (70P1) <strong>and</strong> 4 pumps (67P1, 68P1, 69P1, 71P1).<br />

3. Call signs <strong>and</strong> appliance numbers have been used throughout the charts <strong>and</strong> tables.<br />

Direct Comparison Appliance Mobilisation Analysis<br />

4. To assess how appliances perform in relation with activity to the rest of <strong>Kent</strong> & Medway the<br />

appliances in the <strong>Sevenoaks</strong> area have been compared to the average number of<br />

mobilisations of the same type across <strong>Kent</strong> & Medway. These averages have been broken<br />

down into the following groups:<br />

<strong>Rescue</strong> Pump Ladder – RPL (23)<br />

Extended Pump – EXP (11)<br />

Pump Ladder – PL (8)<br />

Pump – P (44)<br />

NB: We are aware that some appliances may have changed in type over the five year<br />

period e.g. pump to an extended pump. For the purpose of this analysis an appliance’s<br />

current function has been used to categorise it.<br />

5. To create these averages five years of mobilisation data has been used between 1st<br />

January 2005 <strong>and</strong> 31st December 2009. The list of incident types is given in the table<br />

below.<br />

Variance Analysis<br />

Introduction<br />

58. The tables <strong>and</strong> variance charts in this section provide a summary of the measure of<br />

incident activity for each station ground, to a measure of either population numbers,<br />

household numbers, other buildings or road network. This gives an overview of incident<br />

areas where the activity for each incident category is over, under or averagely represented<br />

within the station ground.<br />

59. Population <strong>and</strong> household numbers are obtained from the Mosaic 2009 dataset. Other<br />

Buildings numbers are obtained from KFRS Technical <strong>Fire</strong> Safety CFRMIS database,<br />

FSEC (Valuation Office records), focus group updates (local data collection), KCC data<br />

(care home records) <strong>and</strong> Mosaic 2009 datasets.<br />

60. Station incidents indicate the number of incidents of that type which were recorded on the<br />

station ground between 01/01/2005 to 31/12/2009.<br />

61. KFRS Incidents indicate the number of incidents for that category recorded for the whole<br />

of KFRS.<br />

62. % of Incidents is a percentage representation of the number of incidents on the station<br />

ground to the whole of incidents within KFRS between 01/01/2005 to 31/12/2009.<br />

63. Measure is the measurement unit used to determine the variance rate.<br />

64. Station Figure is the number of measure units within the station ground. For example<br />

where the measure is Population, this indicates the number of persons within the station<br />

ground. Where the measure is Households this indicates the number of households within<br />

the station ground. Where the measure is Other Buildings, this indicates the numbers of<br />

buildings that are not classed as domestic single property or flats under 3 storey buildings<br />

(see Annex 2), by FSEC within the station ground. Where the measure is Road Network,<br />

this indicates the length of road network (Motorways, A Road Dual Carriageways, A Road<br />

Single Carriageways, B Road Dual Carriageways, B Road Single Carriageways <strong>and</strong> C<br />

Road Single Carriageways), within the station ground as recorded within FSEC.<br />

65. The length of road network is a representation of route length <strong>and</strong> not carriageway length.<br />

For example, for a dual carriage way running from A to B, the route length would be the<br />

distance of routes A to B <strong>and</strong> B to A.<br />

66. KFRS Figure is the number of measure units with the whole KFRS area.<br />

67. % Measure is a percentage representation of the number of measure units on the station<br />

ground to the whole of KFRS.<br />

68. Variance is the ratio of the % of Incidents to the % of Measure. It indicates an over, under<br />

or average representation within the station ground <strong>and</strong> is illustrated in the chart following.<br />
