One section of North-South Expressway and the last part of HCMC-Can Tho Expressway. 7.2 Project Implementing Organization 7-3 project is now being implemented Planning Various Vietnamese implementation agencies are involved in the investment preparation s, investment, construction preparation and construction stages. In the project preparation stage, the following are the agencies concerned: MOT acts as the governing body, which will propose priority list of projects for investment based on transport development strategy. Ministry of Construction (MOC) is in charge of appraisal of technical issues when <strong>study</strong> documents are submitted to the Prime Minister. Ministry of Finance (MOF) is in charge of arranging counterpart governmental fund. After getting opinions from MOC and MOF, Ministry of Planning & Investment (MPI) summarizes and presides over the appraisal of scope of works, ability of arrangement of counterpart fund, feasibility of the project. It will finally recommend approval to the Prime Minister. Meanwhile, during and after construction, agencies concerned include the following: Transport Construction Quality Management (TCQM) acts as an advisor for MOT regarding decisions on variation of scope of works and design changes. State Council Acceptance (SCA) is an independent organization of the government whose task is to check the quality of project construction, and grant approval for operation upon project completion, in case of important large national projects. Organizations in charge of assisting the general director consist of 11 professional divisions, one central and two representative offices as shown in Figure 7-1 below. F/S
