the mainstream King-speaking<br />
(Vietnamese) society. They are<br />
treated without discriminati<strong>on</strong><br />
and as equal Vietnamese<br />
citizens within the<br />
administrati<strong>on</strong> and civic<br />
society. Thus, no impacts to<br />
ethnic minorities are expected.<br />
