(i) due to his inability to join or rejoin duty on account of civil<br />

commotion; or<br />

(ii) for prosecuting higher scientific and technical studies.<br />

(2) Extraordinary leave granted for other reasons than those<br />

mentioned above will count as qualifying service up to a maximum extent of<br />

36 months in the entire service provided that in the case of a Government<br />

servant taking employment elsewhere, extraordinary leave will count as<br />

qualifying service subject to payment of pension contribution and leave<br />

contribution, as may be prescribed.<br />

Executive Instructions<br />

Counting of E.O.L period for undertaking job abroad for<br />

pension :<br />

1. (i) Government employees who are permitted to secure<br />

employment abroad in terms of G.O. Ms.No. 214, F&P [FW. F.R.I]<br />

Department, dt 3-9-96 without applying for voluntary retirement or resigning<br />

from service shall count the period of absence during employment abroad<br />

not exceeding 5 years period will be treated as E.O.L. without allowances,<br />

but such period of absence will not be counstrued as a break in service. In<br />

such cases to count the said E.O.L period of 5 years for purpose of pension,<br />

if contribution towards pension is paid by the foreign employer or employee<br />

such periods will count of pension.<br />

(ii). The E.O.L with permission accorded as per the Executive<br />

Instruction 1 should not be utilised to secure the job abroad,<br />

but should be utilised for undertaking employment abroad only.<br />

(iii). The benefit of the availment of above E.O.L shall be given to<br />

government employees at a single stretch or in different spells,<br />

but for a period not exceeding five years in all during the entire<br />

service.<br />
