fore the disbursing officer and the person who signs the life<br />

certificate or the disbursing officer as the case may be, should<br />

attest it. In the case of physically handicapped pensioners who<br />

are unable to sign or put their thumb/great toe impression<br />

or a woman who is not accustomed to appear in public,<br />

their acquittance by a seal mark attested by some known and<br />

respectable person may be accepted in lieu of signature or<br />

thumb or great toe impression.<br />

Note :- In view of the orders of Government making disbursement<br />

of pension through Banks in G.O.Ms.No.213 Fin & Plg<br />

(FW.PSC) Department., dt. 19-12-97, the above provisions<br />

are not relevant now.<br />

11. Payment of Pension relating to an insane person :<br />

The pension of an insane person may be paid to a guardian appointed<br />

under the Indian Lunancy Act, 1912 (India Act IV of 1912) or to any person<br />

authorised by the Government (or the authority which sanctioned the pension)<br />

to receive it. Such guardian shall be required to furnish with each claim<br />

a life certificate stating that the pensioner was alive on the last day of the<br />

period for which the pension is claimed.<br />

(Subsidiary Rule 76 under Treasury Rule 16 of A.P. Treasury Code - Vol.I)<br />

12. Issue of Laminated cards to the pensioners drawing pension<br />

in Kurnool, Nizamabad and West Godavari Districts on<br />

experimental basis :-<br />

a) To issue of laminated cards to the state government pensioners on<br />

an experimental basis initially in the district of Kurnool, West Godavari<br />

and Nizamabad districts w.e.f. 1-6-2002.<br />

b) The Sub Treasury Officer/<strong>As</strong>sitant Treasury Officer/<strong>As</strong>sistant Pension<br />

Payment Officer shall be the issuing authority. The information<br />

required for the preparation of identity cards will be obtained<br />

from the department where the pensioner retires/retired, under<br />

proper attestation. Based on such information the issuing authority<br />

will prepare the laminated identity cards.<br />

c) The laminated identity cards will be issued to the pensioners when<br />

the pensioner approach the pension disbursing officers for payment
