serving. Where a Government servant’s jurisdiction falls within<br />

more than one Revenue district, he may be required to appear before<br />

the District Medical Officer of such district as may be departmentally<br />

convenient. If, in special cases, this procedure has necessarily<br />

to be departed from, the reasons therefor should be recorded<br />

in writing and communicated to the Commissioned Medical Officer<br />

who is asked to examine the applicant.<br />

10. Invaliding medical certificates under this article should be given by<br />

Medical Officers registered under Medical Registration Act and if any<br />

doubt arises in a particular case, it should be referred to the Director<br />

of Medical Services for decision or countersignature.<br />

11. The Medical Superintendent, Union Mission Tuberculosis Sanatorium,<br />

Madanapalle, is deemed to be a Civil Surgeon for granting<br />

invaliding certificates to Government servants under his treatment<br />

for tuberculosis provided that he is registered under the Medical<br />

Registration Act. The invaliding certificates should be counter<br />

signed by the Director of Medical Services.<br />

12. The disease from which an applicant is suffering is curable by an<br />

operation, but this, he refuses to undergo and is therefore invalided.<br />

In these circumstances no pension or gratuity is admissible. The<br />

Government consider that each case of invalidation on account of<br />

a curable disease should be decided on its merits. The A.G. is requested<br />

to forward such cases for the orders of Government.<br />

Article 443 :- (a) A succinct statement of the medical case, and of the<br />

treatment adopted, should, if possible, be appended.<br />

(b) If the Examining Medical Officer, although unable to discover any<br />

specific disease in the officer, considers him incapacitated for further service<br />

by general debility while still under the age of fifty-five years, he should give<br />

detailed reasons for his opinion, and, if possible a second medical opinion<br />

should always, in such a case be obtained.<br />

(c) In a case of this kind special explanation will be expected from the<br />

head of the office or department, of the grounds on which it is proposed to<br />

invalid the officer.
