(iii) Copies of orders of stoppage/cut in pension may also be sent to<br />

the concerned Treasury Officer/Pension Payment Officer for withholding<br />

the payment of Pensionary benefits pending receipt of formal<br />

instructions from the Accountant General, Andhra Pradesh.<br />

(iv) All the correspondence relating to pension may be marked to Accountant<br />

General (A&E)<br />

13. Action by the Pension Issuing Authority<br />

(a) After the receipt of the pension papers from the Pension Sanctioning<br />

Authority, the Pension issuing authority (i.e., the Accountant<br />

General, Andhra Pradesh/Local Fund Authorities) will<br />

take action to authorise the pensionary benefits sufficiently early<br />

so that the retiring Government servant will be able to get the Pensionary<br />

benefits immediately after actual retirement.<br />

(b) When once Part-II-(B) of the pension form was signed and sent,<br />

the pension issuing authority has got authority to release the full<br />

pensionary benefits unless he hears from the Pension sanctioning<br />

authority either to withhold the pension in full or to effect any cut in<br />

the pension before the employee actually retired.<br />

(c) All the Pension sanctioning authorities should note that, if they<br />

wish to get the service pension or gratuity of a retiring employee<br />

withheld or to be released after imposing a cut, they should necessarily<br />

inform the Pension Issuing Authority about it before the employee<br />

actually retires, as otherwise, the Pension Issuing Authority<br />

will release full service Pension and Gratuity admissible under the<br />

rules without waiting for any further specific sanction or issue of<br />

a certificate by the Pension Sanctioning Authority. The Pension<br />

Issuing Authority need not wait for the receipt of Last Pay Certificate.<br />

On the other hand, if there are no major recoveries or if the<br />

Last Pay Certificate is not received, the Pension Issuing Authority<br />

will withhold 10% of Retirement Gratuity or Rs.1000/, whichever<br />

is less. Even this withheld amount can be released by the<br />

Pension Issuing Authority automatically on the expiry of 3 months<br />

after retirement without any reference to the Pension Sanctioning<br />

Authorities, if nothing is heard from Pension Sanctioning
