(c) In so far as the dues on account of Government quarters occupied<br />

by Government servants are concerned, all Heads of offices/departments<br />

should notify the retirements of the officers to the Estate<br />

Officer fairly in advance and obtain a ‘No Dues Certificate”<br />

before issuing a ‘No Dues Certificate’ in respect of the retiring<br />

employee. If the Head of Office/Department issues a ‘No dues<br />

Certificate’ without consulting the Estate officer about the dues<br />

on account of the Government quarters occupied by the retiring<br />

Government servant, the Heads of Offices/Departments alone<br />

shall be responsible for the dues which may remain unrecovered<br />

from the terminal benefits.<br />

(d) The ‘No dues certificate’ shall be served on the officer one year<br />

before retirement.<br />

(e) The ‘No dues certificate’ shall be sent to Accountant General,<br />

Andhra Pradesh along with the pension papers six months in advance<br />

to the date of retirement.<br />

(f) The dues to the Co-operative institutions can be recovered from<br />

the pensionary benefits. But prior show cause notice has to be<br />

issued to the pensioner or to the family members and their representation,<br />

if any, has to be considered.<br />

8. Pension contribution<br />

Non payment of pension contribution by the borrowing organisations,<br />

where such payment is the responsibility of the borrowing organisations, in<br />

respect of the employees whose services were lent on foreign service terms<br />

& conditions shall not delay the settlement of pension claim of a retiring<br />

employee. It is for the lending department to claim this in time.<br />

9. <strong>As</strong>sessment of Pension and Retirement Gratuity<br />

(a) Part-II(A) of the pension forms simplified in G.O.Ms.No.263 Fin &<br />

Plg (FW.PSC) Dept., dt. 23.11.98, deals with the assessment of<br />

Pensionary benefits to the retiring Government employe. This form<br />

has to be prepared by the Head of the Office from which the Government<br />

servant retires/retired, in triplicate and has to be forwarded<br />

to the Pension Sanctioning Authority (if he is not himself the<br />

Pension Sanctioning Authority) in triplicate along with the documents<br />

received from the retiring Government employee/from the<br />

beneficiary of the family pension.
