sibility of the employee is restricted only to submission of formal<br />

application for pension, descriptive rolls, list of family members<br />

and any other declaration / certificates that may be prescribed<br />

from time to time. Preparation of the pension papers, calculation<br />

of average emoluments, working out the pension, retirement gratuity<br />

and family pension admissible is the responsibility of the<br />

Head of the Office and the pensioner is in no way responsible for<br />

preparation of these papers.<br />

(c) Every Head of the Department / Head of the Office shall undertake<br />

the work of preparing pension papers in Part-II of the form i.e. “form<br />

for assessing Pension & Gratuity, 6 months before the date on<br />

which a Government servant is due to retire on superannuation<br />

after verifying the service particulars, dues position etc. during<br />

the preceding 12 months. This work shall not be delayed till the<br />

Government servant has actually submitted the application for pension.<br />

Even in cases where the application for pension along<br />

with the descriptive rolls is not received from the retiring Government<br />

servant, the other pension papers shall be prepared and<br />

finalised by the Head of the Office and forwarded to the Pension<br />

sanctioning authority, when he is not himself the authority competent<br />

to sanction pension.<br />

(d) Once the pension has been verified by the verifying authority, the<br />

release of pension depends upon the submission of the pension<br />

papers required, by the pensioner himself. Unless the pensioner<br />

furnishes the pension papers, the pension shall not be released<br />

and the pensioner himself shall be solely responsible for delay on<br />

this account.<br />

6. Procedure for processing of Pension papers<br />

(a) The existing rules provide for the processing and sending the pension<br />

papers to the Accountant General/ Audit Officer, Local Funds<br />

six months before the known date of retirement. The process of<br />

scrutiny of Pension papers should be completed twelve<br />

months in advance from the date of retirement. Immediately,<br />

any affidavits or information required from the employee should be<br />

called for and secured within a period of twelve months and in this<br />

period the determination of the qualifying service, calculation of<br />

average emoluments and determination of the admissible pension<br />

and gratuity should also be completed. The pension paper should
