Departments in respect of Gazetted Officers shall be personally<br />

held responsible for any omissions in the verification of services<br />

or any other entries in the Service Register for the entire period of<br />

service of a Government servant.<br />

(l) (i) In the case of Government employees/Local body employees<br />

already retired from service prior to 5.5.76, who are initially<br />

appointed or are absorbed after attainment of maximum age prescribed<br />

for initial appointment, it was ordered that the age rule<br />

may be presumed to be relaxed.<br />

(ii) The orders issued in G.O.Ms.No.184, Fin & Plg (FW.Pen.I) Department.,<br />

dt. 5.5.1976, are extended to all cases to avoid hardship<br />

caused due to delay in settlement of pension cases. It is also<br />

clarified that the age at appointment can be delinked from the<br />

finalisation of pension.<br />

(m) In the case of Class-IV employees, and other low paid employees<br />

like Police Constable, Head Constables, Excise Constables<br />

and Forest Guards, etc., detailed verification of service particulars<br />

to arrive at the qualifying service of retiring employees of these<br />

categories is not necessary. The entries in the Service Book as<br />

they are should be accepted without any further scrutiny. The date<br />

of birth, the date of appointment and the date of retirement as entered<br />

in the service book should be accepted and the qualifying<br />

service worked out on that basis excluding :<br />

(i) period specifically entered in the service book as non-qualifying,<br />

(ii) interruptions in service which are automatically condoned,<br />

(iii) suspensions adjudged as penalty; and<br />

(iv) extra-ordinary leave in excess of 3 years granted on other than<br />

medical certificate, for prosecuting higher scientific and technical<br />

studies and due to his inability to join or rejoin duty on account of<br />

civil commotion.<br />

Where there is no entry as to whether a particular period of suspension<br />

or extra-ordinary leave counts for pension or not, that period will auto-
