2.2.4 ENDORSEMENT AND/OR REVISION OF MAXIMUM LEVELS FOR FOOD ADDITIVES AND PROCESSING AIDS IN CODEX STANDARDS (AGENDA ITEM 4a) HIGHLIGHTS OF DISCUSSION (Documents: CX/FA 11/43/4, CRD 3, CRD 6, CRD 8 (Brazil, EU, India, Indonesia) The in-session working group on endorsement was held at 1.00 – 2.00 pm on Monday 14/3/2011 chaired by Australia. Report of the working group is in CRD 3. The Delegation of Australia, speaking as the Chair of the insession Working Group on Endorsement, introduced the report of the in-session Working Group, as presented in CRD 3, and emphasised that the Working Group had agreed not to reopen discussion on technological justification issues that had been extensively discussed in the Committee for Processed Fruit and Vegetables (CCPFV) and in the FAO/WHO Coordinating Committee for Asia (CCASIA). The Committee considered and endorsed recommendations of the in-session WG and made the following changes and comments. 25th Session of the Committee of Processed Fruits and Vegetables Proposed draft Standard for Desiccated Coconut (revision of CODEX STAN 177-1991) *Note: During the in-session WG there were support for both option 1 and option 2 as proposed in the working document. Those in favour of option 1 were of the view that GSFA should be the single reference point for food additive provisions. The WG finally agreed to propose endorsement of section 4.1 and 4.2 as in CRD 3 and amendment to the food additives provisions for antioxidants and preservatives of food category 04.1.2.2 to clarify the use of sulphites in dessicated coconut. COMMITTEE'S DECISION The Committee endorsed the food additives provisions in the proposed draft Standard for Desiccated Coconut, as proposed by the CCPFV. HIGHLIGHTS OF DISCUSSION Proposed draft Annex on Certain Mushrooms (revision of CODEX STAN 55-1981) (for inclusion in Standard for Certain Canned Vegetables - CODEX STAN 297-2009) The Delegation of the European Union expressed concern that the use of caramel IV and monosodium glutamate in canned mushroom in regular packs (brine, water) could mask poor quality of the raw materials. *Note : During the in-session WG, EU and Norway expressed reservation on the endorsement of Caramel IV and MSG and raised concern that both additives were not technologically justified for use in canned mushroom. Delegation from US noted that other colours and flavour enhancers allowed in Food Category 04.2.2.4 was not included in the list there was no explanation by CCPFV on the need for these additives. The WG agreed to defer to CCPFV on the technological need when proposing additives for endorsement. The WG also recommends requesting CCPFV to provide justification on why other colours and flavour enhancers are not technologically COMMITTEE'S DECISION 04.1.2.2 “Dried fruits” by: i. Assigning a new Note to the provision for sulfites in food category 04.1.2.2 in the GSFA: "Only sulfites can be used as preservatives and antioxidants in the products covered by the Standard forDesiccated Coconut (CODEX STAN 177-1991)"; and ii. Amending Note 135 to read “Except for use in dried apricots at 2000 mg/kg, bleached raisins at 1500 mg/kg, desiccated coconut at 200 mg/kg and reduced oil desiccated coconut at 50 mg/kg. The Committee endorsed the food additives provisions in the proposed draft Annex on Certain Mushrooms, as proposed by the CCPFV.
