HIGHLIGHTS OF DISCUSSION<br />

the descriptors were not exhaustive <strong>and</strong> there would be no<br />

consequential effects on the GSFA.<br />

The Committee agreed to consider a proposal in CRD 15 for the<br />

revision of these food categories, prepared by the United States<br />

of America, on the basis of the written comments submitted.<br />

The Committee endorsed all amendments proposed <strong>and</strong> made<br />

the following additional comments/ amendments:<br />

05.1.4 “Cocoa <strong>and</strong> chocolate products”<br />

05.2 Confectionery including hard <strong>and</strong> soft c<strong>and</strong>y, nougats, etc.<br />

other than food categories 05.1, 05.3, <strong>and</strong> 05.4:<br />

Some delegations expressed the view that the words “nutritive<br />

or non-nutritive high-intensity sweeteners” should be removed<br />

from the descriptor of food category 05.2 as sweeteners were<br />

allowed for this category in accordance with the GSFA <strong>and</strong> thus<br />

did not have to be mentioned in the descriptor.<br />

Other delegations believed that the use of the words relating to<br />

the use of sweeteners in this category was necessary to cover<br />

all products in this category that were already in international<br />

trade, including those containing sweeteners.<br />

COMMITTEE'S DECISION<br />

The Committee endorsed all amendments<br />

proposed <strong>and</strong> made the following additional<br />

comments/ amendments:<br />

05.1.4 “Cocoa <strong>and</strong> chocolate products”<br />

In the examples it was decided to replace<br />

“<strong>and</strong> composite chocolate (chocolate with<br />

added edible ingredients)” with “chocolate<br />

with added edible ingredients” as it was<br />

recognized that the term “composite<br />

chocolate”, used in industry, was not<br />

defined or used in relevant Codex<br />

st<strong>and</strong>ards <strong>and</strong> could lead to confusion.<br />

05.2 Confectionery including hard <strong>and</strong> soft<br />

c<strong>and</strong>y, nougats, etc. other than food<br />

categories 05.1, 05.3, <strong>and</strong> 05.4:<br />

As a compromise, the Committee agreed to<br />

remove the words “manufactured with<br />

nutritive or non-nutritive high-intensity<br />

sweeteners” from the descriptor of food<br />

category 05.2 as the words “ <strong>and</strong> their<br />

dietetic counterparts” already covered the<br />

products in international trade that contain<br />

sweeteners.<br />

The Committee agreed to stress that the<br />

words “dietetic counterparts” did not refer to<br />
