review is also supposed to inform possible new donors about <strong>the</strong> <strong>AGIR</strong> programme,<br />

providing insights to guide <strong>the</strong>ir decisions on support.<br />

The overall analysis <strong>of</strong> <strong>the</strong> <strong>AGIR</strong> programme is to be addressed through several specific<br />

areas <strong>of</strong> inquiry:<br />

Determine <strong>the</strong> programme’s effectiveness regarding achieving results at <strong>the</strong><br />

outcome level as well as to determine <strong>the</strong> programme’s relevance and potential<br />

for impact;<br />

Assess <strong>the</strong> sustainability <strong>of</strong> <strong>the</strong> programme;<br />

Serve as a basis for decisions on continued Swedish support and <strong>the</strong> possibility<br />

<strong>of</strong> accepting more donors into <strong>the</strong> programme; and<br />

Assess <strong>the</strong> value added <strong>of</strong> <strong>the</strong> <strong>AGIR</strong> programme approach – is it an effective<br />

use <strong>of</strong> funds?<br />

Assessment <strong>of</strong> <strong>the</strong> <strong>Term</strong>s <strong>of</strong> Reference<br />

The overall objective <strong>of</strong> <strong>the</strong> <strong>AGIR</strong> programme is to contribute to building and supporting<br />

“a strong vibrant society that participates in and influences democratic processes,<br />

contributing to more accountable governance, deepened democracy, gender<br />

equality and human rights in Mozambique”. With this goal in mind, <strong>the</strong> <strong>AGIR</strong> programme<br />

supports a capacity streng<strong>the</strong>ning process aimed at increasing <strong>the</strong> capacity <strong>of</strong><br />

civil society organisations (or CSO partners) to “participate in development processes<br />

that affect <strong>the</strong>ir lives and [informs] <strong>the</strong>ir actions to demand accountability”. Working<br />

through selected INGOs (or intermediaries), each working in separate (and different)<br />

sub-programmes, this capacity streng<strong>the</strong>ning process <strong>of</strong> CSOs forms <strong>the</strong> core <strong>of</strong> <strong>the</strong><br />

<strong>AGIR</strong> programme.<br />

With <strong>the</strong> intensive focus on capacity development <strong>of</strong> <strong>the</strong> partner organisations within<br />

<strong>the</strong> <strong>AGIR</strong> programme, it will be necessary to be very clear with respect to <strong>the</strong> scope<br />

<strong>of</strong> <strong>the</strong> evaluative review when identifying and assessing <strong>the</strong> type and depth <strong>of</strong> <strong>the</strong><br />

outcomes associated/linked to <strong>the</strong> <strong>AGIR</strong> programme. Based on <strong>the</strong> results <strong>of</strong> this examination,<br />

an assessment can be made on <strong>the</strong> current functioning <strong>of</strong> <strong>the</strong> <strong>AGIR</strong> programme<br />

– what is working well and where fur<strong>the</strong>r attention is needed – and how this<br />

will lead to <strong>the</strong> more long-term outcomes associated with <strong>the</strong> overall objective <strong>of</strong> <strong>the</strong><br />

<strong>AGIR</strong> programme.<br />

The <strong>AGIR</strong> programme’s ‘<strong>the</strong>ory <strong>of</strong> change’ is that by supporting <strong>the</strong>se intermediaries,<br />

<strong>the</strong>y will in turn support local civil society through long term core-funding and<br />

capacity streng<strong>the</strong>ning processes in line with each CSO partner’s own strategic plans.<br />

This will lead to <strong>the</strong> overall Swedish objective <strong>of</strong> “increasing <strong>the</strong> positive impact <strong>of</strong><br />

Mozambican civil society organisations on government transparency and accountability,<br />

citizen’s participation and access to information and <strong>the</strong> respect for human rights,<br />

including gender equality”.<br />
