in institutional streng<strong>the</strong>ning through nursery funds, increasing <strong>the</strong> pool <strong>of</strong> potential<br />

key partners.<br />

In <strong>the</strong> evaluation team’s initial contact with <strong>the</strong> <strong>AGIR</strong> intermediaries, <strong>the</strong> team was<br />

told that <strong>the</strong> <strong>AGIR</strong> programme was originally meant to focus on national/central level<br />

CSOs. However, <strong>the</strong> intermediaries found that an approach that integrates relevant<br />

CSOs at <strong>the</strong> local level would ensure critical linkages by providing a much sounder<br />

and more sustainable basis for <strong>the</strong> programme. As a result locally-based CSOs are<br />

now being recruited into <strong>the</strong> programme.<br />

Within <strong>the</strong> scope <strong>of</strong> <strong>the</strong> current four <strong>the</strong>matic components <strong>of</strong> <strong>AGIR</strong> programme, <strong>the</strong><br />

current partners comprise different types <strong>of</strong> CSOs which, on a preliminary basis, can<br />

be characterised as follows:<br />

Human rights-based CSOs, e.g. <strong>the</strong> Human Rights League and a range <strong>of</strong><br />

more specialised organisations focusing on issues such as women/gender,<br />

youth, children, <strong>the</strong> elderly, people living with HIV/AIDS and <strong>the</strong> handicapped.<br />

While many <strong>of</strong> <strong>the</strong>se organisations are Maputo-based and have a limited<br />

membership base, at least two are locally-based, i.e. Akhilizeto in Nampula<br />

province and Magariro in Manica province, working with community<br />

rights and decentralised consultative councils (IPCCs).<br />

Natural Resource & Environment CSOs, most <strong>of</strong> which are Maputo-based<br />

with a limited membership base, while a few local organisations relating to<br />

farmers and natural resource extraction mega projects in Tete (coal) and<br />

Nampula (heavy sands) provinces have recently joined <strong>the</strong> programme.<br />

Broad membership-based CSOs such as <strong>the</strong> farmers union and <strong>the</strong> journalist<br />

union, represented throughout <strong>the</strong> country.<br />

Political rights-based CSOs – such as AWEPA, and <strong>the</strong> Youth Parliament.<br />

Resource CSOs in Investigation and Research such as IESE, CIP, CEDE and<br />

WLSA, all <strong>of</strong> which operate at <strong>the</strong> central level.<br />

Resource CSOs in capacity development and learning, such as CESC<br />

Broad CSO networks, forums and platforms, such as <strong>the</strong> Electoral Observatory,<br />

Womens Forum, national Forum <strong>of</strong> Community radios (FORCOM).<br />

The <strong>Term</strong>s <strong>of</strong> Reference<br />

The overall purpose <strong>of</strong> this mid-term review <strong>of</strong> <strong>the</strong> <strong>AGIR</strong> programme is to provide<br />

“existing donors and <strong>the</strong> [<strong>AGIR</strong>] intermediaries with recommendations on how to<br />

improve <strong>the</strong> program guidelines or <strong>the</strong> functioning <strong>of</strong> <strong>the</strong> program to ensure more<br />

effective and efficient implementation to reach <strong>the</strong> desired outcomes and impact”. 51<br />

While presently Sweden is <strong>the</strong> only core donor to <strong>the</strong> <strong>AGIR</strong> programme, support<br />

from o<strong>the</strong>r donors is given to <strong>AGIR</strong> intermediaries (Denmark to SCC and Ne<strong>the</strong>r-<br />
