Executive Summary<br />
Indevelop has been commissioned by <strong>Sida</strong> to undertake <strong>the</strong> mid-term review <strong>of</strong> its<br />
Civil Society Support programme <strong>AGIR</strong> in Mozambique to take place within <strong>the</strong><br />
period from August to 15 November 2012.<br />
Managed by <strong>the</strong> Swedish Embassy in Maputo, Swedish support to civil society in<br />
Mozambique is structured through <strong>the</strong> <strong>AGIR</strong> programme. The overall Swedish objective<br />
for this programme is to increase <strong>the</strong> positive impact <strong>of</strong> Mozambican civil society<br />
organisations on government transparency and accountability, citizen’s participation<br />
and access to information and <strong>the</strong> respect for human rights, including gender equality.<br />
The <strong>AGIR</strong> programme was initiated in 2010 and became fully operational in 2011. It<br />
has an agreement period ending in December 2014. Four intermediary INGOs, IBIS,<br />
Oxfam Novib, Diakonia and <strong>the</strong> Swedish Cooperative Center (SCC) have been contracted<br />
to implement four different “sub-programmes”:<br />
Access to information – IBIS<br />
Financial accountability; participation, social and legal accountability with focus<br />
on underlying causes <strong>of</strong> discrimination – Oxfam Novib<br />
Political accountability; participation, social and legal accountability with focus<br />
on <strong>the</strong> legal aspects <strong>of</strong> human rights – Diakonia<br />
Social accountability in natural resource management – SCC<br />
The core <strong>of</strong> each <strong>of</strong> <strong>the</strong> “sub-programmes” is <strong>the</strong> establishment <strong>of</strong> partnerships with a<br />
number <strong>of</strong> local CSO partners that are active in a specific <strong>the</strong>matic area. Each partnership<br />
is regulated in an agreement between <strong>the</strong> INGO and <strong>the</strong> partner. The nucleus<br />
<strong>of</strong> <strong>the</strong>se partnerships is core-funding, with a strong focus on capacity development.<br />
Objectives and scope <strong>of</strong> mid term review according to <strong>Term</strong>s <strong>of</strong> Reference<br />
According to <strong>the</strong> <strong>Term</strong>s <strong>of</strong> Reference <strong>the</strong> mid-term review is supposed to give new<br />
donors, who are interested in joining <strong>the</strong> programme, valuable insights to guide <strong>the</strong>ir<br />
decisions on support as well as to provide existing donors and <strong>the</strong> intermediaries<br />
with recommendations on how to improve <strong>the</strong> programme guidelines or <strong>the</strong> functioning<br />
<strong>of</strong> <strong>the</strong> programme. Fur<strong>the</strong>rmore, <strong>the</strong> mid-term review should:<br />
Determine <strong>the</strong> programme’s effectiveness regarding achieving results at <strong>the</strong><br />
outcome level as well as to determine <strong>the</strong> programme’s relevance and potential<br />
for impact;<br />
Assess <strong>the</strong> sustainability <strong>of</strong> <strong>the</strong> programme;<br />
Serve as a basis for decisions on continued Swedish support and <strong>the</strong> possibility<br />
<strong>of</strong> accepting more donors into <strong>the</strong> programme; and<br />
Assess <strong>the</strong> value added <strong>of</strong> <strong>the</strong> <strong>AGIR</strong> programme approach – is it an effective<br />
use <strong>of</strong> funds?<br />
