A N N E X 2 – T E R M S O F R E F E R E N C E<br />

Work plan and schedule<br />

The evaluation shall start no later than 2012-08-01. The final report should be submitted<br />

to <strong>the</strong> Embassy <strong>of</strong> Sweden no later than 2012-10-15. In <strong>the</strong>ir tender, <strong>the</strong> consultants<br />

should submit a draft overall time plan. A detailed work and time plan should be<br />

presented at <strong>the</strong> beginning <strong>of</strong> <strong>the</strong> assignment.<br />

Reporting<br />

The final report should not exceed 30 pages (excluding annexes) and should be submitted<br />

electronically.<br />

The report should be written in English and should include an executive summary in<br />

English and Portuguese. The final report must be presented in a way that enables publication<br />

without fur<strong>the</strong>r editing, which means that it must for example be adequately<br />

pro<strong>of</strong>-read.<br />

The format and outline <strong>of</strong> <strong>the</strong> report should, to <strong>the</strong> extent possible, follow <strong>the</strong> guidelines<br />

in <strong>the</strong> <strong>Sida</strong> Evaluation Manual.<br />

The Evaluation team should be available for a presentation and discussion seminar<br />

with <strong>the</strong> donors and intermediaries (and possibly selected partner organisations) at <strong>the</strong><br />

end <strong>of</strong> <strong>the</strong> assignment.<br />

Qualifications <strong>of</strong> <strong>the</strong> Evaluation team<br />

The assignment should be carried out by a team <strong>of</strong> one or more international expert(s)<br />

and one or more national expert(s) familiar with <strong>the</strong> context and fluent in Portuguese<br />

(and possibly o<strong>the</strong>r local languages). One <strong>of</strong> <strong>the</strong> evaluators should be team leader<br />

with overall responsibility for <strong>the</strong> whole evaluation. The evaluators should be independent<br />

<strong>of</strong> <strong>the</strong> evaluated activities and have no stake in <strong>the</strong> outcome <strong>of</strong> <strong>the</strong> evaluation.<br />

The consultants shall submit CVs that document <strong>the</strong> following required qualifications:<br />

1. International expert<br />

- Relevant academic background<br />

- Extensive relevant pr<strong>of</strong>essional experience from development cooperation<br />

in <strong>the</strong> areas <strong>of</strong> democracy, accountability, human rights, national resource<br />

management and/or civil society support.<br />

- Extensive experience in evaluating projects/programmes within international<br />

development cooperation in <strong>the</strong> areas mentioned above. Experience<br />

<strong>of</strong> <strong>Sida</strong> evaluations is an asset.<br />

- Fluency in written and spoken English. Knowledge <strong>of</strong> Portuguese is a<br />

great asset.<br />

2. National expert<br />

- Relevant academic background<br />

- Extensive relevant pr<strong>of</strong>essional experience from development cooperation<br />

in <strong>the</strong> areas <strong>of</strong> democracy, accountability, human rights, natural resource<br />

management and/or civil society support.<br />
