Preface<br />

This evaluation <strong>of</strong> <strong>AGIR</strong> (Action <strong>Programme</strong> for Inclusive and Responsible Governance)<br />

was commissioned by <strong>the</strong> Embassy <strong>of</strong> Sweden in Maputo, Mozambique,<br />

through <strong>Sida</strong>’s framework agreement for reviews and evaluations with Indevelop.<br />

Indevelop carried out <strong>the</strong> evaluation in cooperation with Tana Copenhagen. Jessica<br />

Rothman was <strong>the</strong> Project Manager with overall responsibility for managing <strong>the</strong> implementation<br />

and <strong>the</strong> process <strong>of</strong> <strong>the</strong> evaluation, and quality assurance <strong>of</strong> <strong>the</strong> methodology<br />

and reports was provided by Ian Christoplos.<br />

The independent evaluation team included <strong>the</strong> following key members:<br />

Kevin Kelpin, Team Leader: Kevin is a member <strong>of</strong> Indevelop’s Core Team<br />

<strong>of</strong> pr<strong>of</strong>essional evaluators, who specialises in evaluative thinking and methods<br />

for assessing and reporting on programme outcomes.<br />

Vibe Johnsen, Evaluation Specialist: Vibe is a consultant for Tana<br />

Copenhagen with many years <strong>of</strong> experience from development cooperation in<br />

Mozambique.<br />

Jose Macuane, National Consultant: Jose is a specialist in governance and civil<br />

society in Mozambique.<br />

This report has incorporated feedback from <strong>Sida</strong> and <strong>the</strong> <strong>AGIR</strong> programme implementers<br />

on <strong>the</strong> draft report.<br />
