some public works and services, and it is claimed that this is having an impact<br />
on service delivery.<br />
On progress towards outcomes in sub-programme managed by Diakonia:<br />
This sub-programme covers four impact areas distributed into three intervention areas:<br />
participation and social accountability, legal accountability including human rights<br />
and political accountability. The gap, resulting from <strong>the</strong> suspension <strong>of</strong> MEPT focusing<br />
on <strong>the</strong> ‘right to education’, is envisaged to be covered by <strong>the</strong> recruitment <strong>of</strong> a<br />
number <strong>of</strong> locally-based partners who are specialised in this field. This could add to<br />
improved impact at <strong>the</strong> local level where Diakonia so far does not have any directly<br />
recruited partners. The focus on local level partners for interventions in education will<br />
require effective networks by <strong>the</strong>se to <strong>the</strong> central level to channel local evidence into<br />
national level advocacy.<br />
Examples <strong>of</strong> progress towards outcomes under <strong>the</strong> sub-programme <strong>of</strong> Diakonia are:<br />
As a result <strong>of</strong> ACAMOs activities, mechanisms have been established for regulations<br />
regarding <strong>the</strong> exemption <strong>of</strong> tax and duties on all imports <strong>of</strong> academic<br />
material for <strong>the</strong> disabled, and special systems have been created to guarantee<br />
access to education and employment at <strong>the</strong> National Institute for Employment<br />
and Vocational Training.<br />
LDH is very strong in governance issues. As a result <strong>of</strong> LDH’s monitoring activities<br />
<strong>of</strong> human rights victims <strong>of</strong> torture and trafficking <strong>of</strong> body parts in<br />
Niassa, S<strong>of</strong>ala and Manica, <strong>the</strong> National Institute for Social Action has supported<br />
identified victims and <strong>the</strong> issue, long denied, has been accepted by <strong>the</strong><br />
government. LDHs persistence in monitoring human rights in prisons has<br />
been made complicated by denial <strong>of</strong> access <strong>of</strong> LDH to prisons. The government<br />
shows increasing awareness <strong>of</strong> <strong>the</strong> need to acknowledge human rights<br />
principles in its interventions. The Ministry <strong>of</strong> Justice has approached <strong>the</strong> Liga<br />
and has acknowledged that its work is important. As a result <strong>of</strong> LDH’s endurance<br />
and persistence, <strong>the</strong> government has accepted <strong>the</strong> need for monitoring<br />
and a MoU has been signed with <strong>the</strong> state allowing LDH access to prisons to<br />
monitor <strong>the</strong> extent to which prisoners’ rights are respected. This has contributed<br />
to a considerable increase in monitoring and respect <strong>of</strong> human rights in<br />
prisons.<br />
Under legal responsibility and human rights, LDH has promoted many civic<br />
education campaigns on various legislation about children’s rights and domestic<br />
violence against women, and has reached out to 150 communities in 2011-<br />
2012. The work <strong>of</strong> monitoring <strong>the</strong> prison system contributed to a considerable<br />
increase in respect to human rights in <strong>the</strong> prisons and acknowledgement <strong>of</strong><br />
<strong>the</strong> role <strong>of</strong> LDH; and <strong>the</strong> government, through <strong>the</strong> Ministry <strong>of</strong> Justice, signed<br />
a MoU with this organisation to work in <strong>the</strong> prison system.<br />
AMMCJ has contributed to improve access to legal assistance by women in<br />
rural areas.<br />
MULEIDE is promoting campaigning on HIV/AIDS and violence against<br />
women that contributes to raise awareness on this matters.<br />
