Accountability <strong>of</strong> <strong>the</strong> government in finances and planning and<br />

Reduction <strong>of</strong> discrimination and respect <strong>of</strong> human rights.<br />

Competent partner organisations with <strong>the</strong> capacity to produce change have been identified<br />

for closing wider gaps under immediate objectives two and three relating to:<br />

Monitoring <strong>of</strong> basic services (e.g. health and education) at <strong>the</strong> community level<br />

Streng<strong>the</strong>ning <strong>of</strong> <strong>the</strong> demand side <strong>of</strong> gender promotion and female leadership<br />

Examples <strong>of</strong> progress towards outcomes under <strong>the</strong> sub-programme <strong>of</strong> Oxfam are:<br />

Debate on rights <strong>of</strong> sexual minorities bringing evidence <strong>of</strong> continued violation<br />

<strong>of</strong> <strong>the</strong>se rights in Mozambique in those cases where <strong>the</strong> government has silently<br />

refused to register <strong>the</strong> association. This activity contributes to outcomes<br />

under objective four, concerning <strong>the</strong> reduction <strong>of</strong> discrimination and respect<br />

<strong>of</strong> human rights.<br />

Capacity development <strong>of</strong> <strong>the</strong> Centers <strong>of</strong> Attendance <strong>of</strong> Women and Children,<br />

including police <strong>of</strong>ficers, has resulted in an improved quality <strong>of</strong> attendance to<br />

victims <strong>of</strong> violence and improved articulation <strong>of</strong> violence cases with health<br />

and legal authorities. This has led to a MoU signed between WLSA and Ministry<br />

<strong>of</strong> Interior contributing to outcomes under objective two.<br />

<strong>AGIR</strong> partners Akilizetho and Facilidade in Nampula lead <strong>the</strong> ‘Nampula governance<br />

group’ and have contributed to a major initiative for renewal and <strong>the</strong><br />

representativeness <strong>of</strong> Local Consultative Councils. This has resulted in improved<br />

representativeness <strong>of</strong> Local Consultative Councils, important for citizens<br />

and CBOs to be able to influence planning and development in rural areas<br />

where election democracy has not yet been introduced.<br />

Oxfam partners have actively participated in advocacy for <strong>the</strong> approval <strong>of</strong> <strong>the</strong><br />

anti-corruption package bill submitted to <strong>the</strong> parliament and have contributed<br />

to <strong>the</strong> approval <strong>of</strong> <strong>the</strong> Revision <strong>of</strong> <strong>the</strong> Public Prosecutor Law, and <strong>the</strong> law for<br />

<strong>the</strong> protection <strong>of</strong> witnesses and denouncers. Access to public information and<br />

accountability was improved with <strong>the</strong> intensification and consolidation <strong>of</strong> <strong>the</strong><br />

process <strong>of</strong> district budget monitoring that contributes to better access to information<br />

about public expenditures and political accountability, since it has<br />

been reported that members <strong>of</strong> parliament have used <strong>the</strong>se reports in <strong>the</strong> performance<br />

<strong>of</strong> <strong>the</strong>ir executive oversight role.<br />

Oxfam supported <strong>the</strong> participation <strong>of</strong> a group <strong>of</strong> NGOs in <strong>the</strong> Busan Conference<br />

on Aid Effectiveness and <strong>the</strong> subsequent creation <strong>of</strong> <strong>the</strong> Aid Effectiveness<br />

Forum, a government partner, to monitor <strong>the</strong> implementation <strong>of</strong> recommendations<br />

in <strong>the</strong> country. The national focal point is GMD, with Magariro<br />

and Estamos being <strong>the</strong> central and nor<strong>the</strong>rn regional focal points, respectively.<br />

This is expected to improve knowledge and accountability about aid effectiveness<br />

in <strong>the</strong> country.<br />

Through <strong>AGIR</strong>, GMD has led a considerable revitalisation <strong>of</strong> <strong>the</strong> network <strong>of</strong><br />

partners at <strong>the</strong> local level, which were very important in <strong>the</strong> collecting <strong>of</strong> evidence<br />

for <strong>the</strong> Civil Society report presented in <strong>the</strong> National Development Observatory.<br />

The quality <strong>of</strong> evidence has called attention to <strong>the</strong> poor quality <strong>of</strong><br />
