1 I N T R O D U C T I O N<br />

The funding for <strong>AGIR</strong> is structured through different agreements with IBIS, Oxfam<br />

Novib, Diakonia and SCC, each implementing <strong>the</strong> following ‘sub-programmes:<br />

Access to information – IBIS<br />

Financial accountability; participation, social and legal accountability with focus<br />

on underlying causes <strong>of</strong> discrimination – Oxfam Novib<br />

Political accountability; participation, social and legal accountability with focus<br />

on <strong>the</strong> legal aspects <strong>of</strong> human rights – Diakonia<br />

Social accountability in natural resource management – SCC<br />

As stated in <strong>the</strong> Joint <strong>Programme</strong> Level Results Framework, <strong>AGIR</strong> has a number <strong>of</strong><br />

joint specific outcomes. These are:<br />

1. Supported key actors have a clear vision and strategic objectives, with full<br />

ownership <strong>of</strong> <strong>the</strong>ir own agenda, planning and priority setting. Constituency is<br />

involved and consulted.<br />

2. Supported key actors streng<strong>the</strong>n internal governance, accountability and<br />

transparency.<br />

3. Supported key actors programme management, financial and administrative<br />

systems are effective.<br />

4. Supported key actor gender and HIV.AIDS (Human Immune Virus/Acquired<br />

Immune Deficiency Syndrome) internal systems and policies create a safe<br />

working environment.<br />

5. Supported key actors’ financial dependency is diversified.<br />

6. Supported key actors’ public mobilisation and campaigning streng<strong>the</strong>ned.<br />

7. Links amongst key actors and with provincial and regional actors are improved,<br />

coalitions are built and networks are streng<strong>the</strong>ned.<br />

8. Supported key actors are effective in <strong>the</strong>ir work, due to knowledge on Gender<br />

and HIV/AIDS.<br />

9. CSO’s <strong>the</strong>matic knowledge is improved by learning from <strong>the</strong>ir own experiences,<br />

and exchange and shared experiences with o<strong>the</strong>r CSOs.<br />

10. CSOs streng<strong>the</strong>n communication and dissemination about positions and work.<br />

11. Intermediaries apply principles <strong>of</strong> good donorship, respect and align to principles<br />

<strong>of</strong> core-funding, reducing burden to CSOs.<br />

12. Intermediaries promote principles <strong>of</strong> good donorship for local partner support<br />

amongst o<strong>the</strong>r founders; achieve effective division <strong>of</strong> labour, rationalisation<br />

and coordination amongst donor partners.<br />

13. Intermediaries increase coordination amongst <strong>the</strong>mselves.<br />

The ‘core’ work <strong>of</strong> <strong>the</strong> <strong>AGIR</strong> intermediaries is <strong>the</strong> establishment <strong>of</strong> key actor partnerships<br />

with local CSOs active in <strong>the</strong> specific <strong>the</strong>me covered by each intermediary.<br />

Each <strong>of</strong> <strong>the</strong>se partnerships is established through an agreement between <strong>the</strong> intermediary<br />

and <strong>the</strong> partner. The central objective <strong>of</strong> <strong>the</strong>se <strong>AGIR</strong> intermediary-CSO partnerships<br />

is to support <strong>the</strong> streng<strong>the</strong>ning <strong>of</strong> civil society through long-term corefunding<br />

and capacity streng<strong>the</strong>ning <strong>of</strong> each CSOs that is in line with its own strategic<br />

plan. Following <strong>the</strong> principles <strong>of</strong> ‘good donorship’, this process is intended to<br />

lead to <strong>the</strong> Swedish Embassy’s general objective <strong>of</strong> “increasing <strong>the</strong> positive impact <strong>of</strong><br />

Mozambican civil society organisations on government transparency and accountability,<br />

citizen’s participation and access to information and <strong>the</strong> respect for human rights,<br />

including gender equality”. The current number <strong>of</strong> CSOs involved in <strong>the</strong> <strong>AGIR</strong> programme<br />

is 43. A complete list <strong>of</strong> <strong>the</strong>se <strong>AGIR</strong> partner CSOs can be found in Annex 1.<br />
