A N N E X 3 – I N C E P T I O N R E P O R T<br />

More specifically, <strong>the</strong> partners should, as far as possible, be selected using <strong>the</strong> following<br />

criteria:<br />

Emphasis will be on core partners, and will include some nursery-funded<br />

partners.<br />

Represent each <strong>of</strong> <strong>the</strong> four <strong>the</strong>matic clusters <strong>of</strong> <strong>AGIR</strong>.<br />

Represent each <strong>of</strong> <strong>the</strong> above-mentioned partner categories (Human rightsbased<br />

CSOs, Natural Resource & Environment CSOs, Broad membership/outreach<br />

based CSOs, Investigation and Research CSOs, capacity development<br />

and learning, Broad CSO networks, political rights-based CSOs, forums<br />

and platforms).<br />

Represent <strong>the</strong> three socioeconomic and geographical main regions <strong>of</strong> <strong>the</strong><br />

country: North, Center, South.<br />

Illustrate issue-based linkages.<br />

Illustrate local, regional, central linkages.<br />

In addition to direct CSO partners, a few sub-partner/grassroot organisations shall be<br />

interviewed in order to assess <strong>the</strong> success <strong>of</strong> <strong>the</strong> program at <strong>the</strong> grassroots level, e.g.<br />

one <strong>of</strong> <strong>the</strong> community radios within <strong>the</strong> community radio forum (FORCOM), and <strong>the</strong><br />

farmers union in Tete under <strong>the</strong> national farmers union for example. While fur<strong>the</strong>r<br />

down <strong>the</strong> ‘pathway <strong>of</strong> change’, <strong>the</strong>se downstream outcomes can be crucial to understanding<br />

<strong>the</strong> ‘reach’ <strong>of</strong> <strong>the</strong> <strong>AGIR</strong> programme. In all cases, <strong>the</strong> relevant TORs evaluation<br />

questions will be used to focus and structure <strong>the</strong> interviews (see section 3.2<br />

above).<br />

Work Planning and Travel<br />

The original work plan for <strong>the</strong> mid-term review is still considered realistic. During<br />

initial consultations however, <strong>the</strong> intermediary organisations alerted <strong>the</strong> team to <strong>the</strong><br />

fact that <strong>the</strong> upcoming Frelimo Party Congress takes place during <strong>the</strong> period from <strong>the</strong><br />

20 th <strong>of</strong> September to <strong>the</strong> 1 st <strong>of</strong> October. Based on past experience with this event,<br />

<strong>the</strong>re can be serious disturbances to travel (especially air flights). The team will try its<br />

best to work around this event by travelling to areas unaffected by <strong>the</strong> congress.<br />

However, some delays in site visits to CSO partners might take place. Please see attached<br />

work-plan in Annexes.<br />

Utilisation<br />

An important component <strong>of</strong> this evaluation will be <strong>the</strong> validation <strong>of</strong> <strong>the</strong> findings <strong>of</strong><br />

this evaluation with donors, intermediaries and CSO partners. There are a number <strong>of</strong><br />

different options on how this consultative process may be undertaken to ensure that<br />

learning from <strong>the</strong> evaluation contributes to <strong>the</strong> future development <strong>of</strong> <strong>the</strong> <strong>AGIR</strong> programme.<br />

Ei<strong>the</strong>r joint meetings <strong>of</strong> donor, intermediary and partner organisations can<br />

be held or, if necessary, <strong>the</strong>se discussions can be held in smaller more focused groups<br />

where <strong>the</strong> findings <strong>of</strong> <strong>the</strong> draft report can be discussed.<br />
