There are three cases for calculating a reference height (EN1991-1-4, Figure 7.4)
17 Scaffolding In the example discussed in this course, the height is 11m and the building face is 12,35m. So in this case clearly 11m < 12,35m and thus h < b. So the wind only has to be calculated for ze =11m. In this example, the wind is calculated for a construction without nets, situated in Belgium with a terrain category of III.
